May 13, 1980 <br /> <br /> The City has been advised several times within the last few months of pending advertise- <br />ment for the above projects and in most cases the dates have been pushed back. In order <br />to utilize a good portion of the construction season we urge the Virginia Department of Ni~h~ <br />ways and Transportation to advertise and award bids for construction on these two projects. <br />W~ are especially concerned about the Victory Boulevard Extension since this intersection <br />is adjacent to the iargest shopping mall within the City of Portsmouth and further delays <br />could have ma2~or construction occurring during the Christmas season. The City Manager <br />recommends adoption." <br /> <br /> Mrs. Kathleen Carlson, 4244 Portsmouth Boulevard, spo~e concerning relocation of Style- <br />crest Beauty Salon. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION REQUESTING VIRGINIA DEPARTMENT OF HIGHWAYS AND <br />TO TAKE THE NECESSARY STEPS TO ASSURE THE PROMPT ADVERTISING <br />BIDS ON THE VICTORY BOULEVARD EXTENSION PROJECT AND THE TOWN <br />HILL ROAD IMPROVEMENTS PROJECT. <br /> <br />TRANSPORTATION <br />AND AWARD OF <br />POINT ROAD/POPLAR <br /> <br /> WHEREAS, the Council of the City of Portsmouth has previously approved the Victory <br />Boulevard Extension Project and the Town Point Road/Poplar Hill Road improvements Project; <br />and <br /> <br /> WHEREAS, the Commonwealth of Virginia's Department of Highways And Transportation <br />(VDHT) had previously approved said projects and scheduled the advertisement for construction <br />of same for the Summer of 1980; and <br /> <br /> WHEREAS, the construction of said projects ~s necessary for the safe handling of <br />increased motor vehicle traffic and the commercial, industrial and residential development <br />of the areas of the City of Portsmouth to be served thereby; and <br /> <br /> WHEREAS, any delay in advertising and construction of these proposed projects would <br />be of great disappointment to the economic and social development of this City. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that VDHT is requested to take the necessary steps to assure the prompt advertising and <br />award of bids on these two projects as currently scheduled. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is directed to forward a copy of this <br />resolution to VDHT, the Governor of Virginia, and members of the General Assembly representin <br />the City of Portsmouth." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-175 - "Consideration of a resolution endorsing the <br />of the Portsmouth School Board and the Parks and recreation <br />utilization of public facilities. <br /> <br />formation of a joint committee <br /> Commission to assure the maximum <br /> <br /> The Council endorses and commends the Portsmouth School Board and the Parks ~ Recreation <br />Commission for their adoption of joint policies and the creation of a joint committee to <br />assure maximum utilization of public owned facilities at the lowest possible cost to the <br />tax payers. The City Manager recommends adoption." <br /> <br /> Jim Hartley, 43 E. Pollux Circle, representing the Simonsdale Civic Club, spoke and <br />requested that the committee to include a member-at-large; also requested that the School <br />Board facilities (Bldgs.& ~rounds) be turned over to the city and that appropria¢e legislatior <br />be considered to make this possible. <br /> <br /> On m~ti~n of Mr. Gray and seconded by Mr. Baxnes, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION ENDORSING THE CONCEPT OF JOINT ENDEAVORS BETWEEN THE PORTSMOUTH <br />SCHOOL BOARD AND THE PORTSMOUTH PARKS AND RECREATION COMMISSION TO ASSURE A <br />POLICY OF MAXIMUM UTILIZATION OF PUBLIC FACILITIES FOR APPROPRIATE COMMUNITY <br />PURPOSES. <br /> <br /> WHEREAS, the Portsmouth School Board and the Portsmouth Parks And Recreation Commission <br />have approved a resolution endorsing the policy of maximum utilization of school and <br />recreational facilities for appropriate community purposes; and <br /> <br /> WHEREAS, such resolutions established a joint committee to meet on a regular basis to <br />review the progress and the implementation of such policy; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth is <br />assure maximum utilization of facilities to assure the <br />at the lowest possible cost to the taxpayer. <br /> <br />supportative of such efforts to <br />extension of services to the public <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, <br />endorses the concept of joint endeavors between the Portsmouth School Board and the Ports- <br />mouth Parks And Recreation Commission to assure the maximum utilization of publicly owned <br />facilities for appropriate community purposes at the lowest possible cost to the taxpayer." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> <br />
