2¸7 <br /> <br />May 13, 1980 <br /> <br /> 80-176 - "Consideration of a motion to transfer $105,700 £rom the Grants Contingency <br />Account to operate the Summer Lunch Program and the Summer Recreation Support Program for <br />1980. <br /> <br /> This motion will provide funds necessary for the operation of the annual Summer Lunch <br />Program which is administered by the Department of Parks and Recreation. The $98,800 is <br />funded e~tirely by the U.S. Department of Agriculture. The program will serve 2,200 free <br />lunches da£1y to youth, age 18 and below, who visit one of the 15 separate sites set up <br />the City. This motion will also provide the funds necessary to operate the annual Recreation <br />Support Program which is administered by the Department of Parks & Recreation. Funded by the <br />Community Services Administration, the program offers recreational and cultural activities <br />for Portsmouth youth hy providing travel and admissions to cultural or recreational £acilitie~ <br />in the area. The $6,900 is funded entirely by the Community Services Administration with <br />$1,380 as local in-kind match. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray that the matter to-be deferred until the <br />meeting of May 27, 1980, and was adopted by unanimous vote. <br /> <br /> 80-177 'Consideration of a motion to transfer $14,146 from the Grants Contingency <br />Account to operate the Senior Citizens Services Program. <br /> <br /> This motion will p~ovide additional funds necessary to operate the Senior Citizens <br />Services Program for 1980. The four components of the program are: (1) Dental Services <br />provided by the City Dental Clinic; (2)Home Health Care offered by the Department of Health; <br />(3) Transportation provided by Senior Center of the Department of Social Services; and (4)~ <br />Chore services provided by the Rent-A-Teen Office of the Parks and Recreation Department. <br />Of the total additional amounT, $14,146 will be from SEVAMP and $1,79~ in-kind support <br />will come from the four administering agencies. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Holley, <br />transfer $14,146 from the Grants Contingency Account, <br />6-1 (Nay-Oast) vote. <br /> <br />that authorization be granted to <br />as requested, and was adopted by <br /> <br /> 80-178 "Consideration of a motion to transfer $1~,250 from the Grants Contingency <br />Account to continue funding of the Regional Public ~nformation and Education Program <br />within the Southeastern Virginia Alcohol Safety Action Project (ASAP). <br /> <br /> This motion will provide the funds necessary to update the design and coordinate the <br />public informati~n/educatio~ and police training plan to meet the program objectives of <br />the two ASAP's on the south side of Hampton Roads. The program is funded entirely by the <br />State Department of Transportation Safety. The City of Portsmouth will contribute $14,250 <br />as ~n-kind match. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes and seconded by ~r. <br /> $14,250 from the Grants Contingency Acccount, <br />vote. <br /> <br />Early, that authorization be granted to transfe <br />as requested, and was adopted by unanimous <br /> <br /> 80~179 "Consideration of a motion to transfer $9,726 from the Grants Contingency <br />Account to operate the Multi-~thnic Library and Resource Center Project. <br /> <br /> This motion will provide the funds necessary to operate this project for 5 months. <br />Funded entirely through the Comprehensive ~mployment and Training Act, this project will <br />offer employment opportunities for low income, unemployed residents of the City as well as <br />encourage more participation in our libraries and in improving reading skills. The City <br />Manager recommends adoption." <br /> <br /> ~otion of Mr. Barnes and se.conded by Mr. Beamer, that authorization be granted to trans- <br />fer $9~726 from the Grants Contingency Account, as requested, and was adopted by unanimous <br />vote. <br /> <br /> 80-180 "Consideration of a motion authorizing the City Treasurer and the Finance <br />Director to refund $1,442.38 to the owner of 310 Court Street for erroneous off-site <br />drainage assessment. <br /> <br /> This refund is being made on the same basis that previous refunds were made due to an <br />erroneous assumption in calculating of the off-site drainage for this project in 1976. Th~sr <br />refund is being made without interest which has been agreed to between the City and the <br />owner. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Oast and seconded by Mr. Beamer, that authorization be granted to refund <br /> $1,442.38, without interest, to the owner at 310 Court Street for erroneous off~si~e <br />drainage assessment, and ~as adopted by unanimous vote. <br /> <br />NEW BUSINESS - <br /> <br /> 80~182 - Gilbe~Ronco, 13 W. Roberts Court, spoke concerning noise and referred to an <br />article in the Parade Secti~on of the Virginian~Pilot, SUnday edition,~y~.~,~,~O~ ~£~n <br />organization called"Echo" and e×pressed the need of such a program in Ph~tsmouth. <br /> <br /> 80-183 - Motion of Mr. Holley and seconded by Mr. Early, to suspend'~the rule for <br />citizen to speak, and was adopted by unanimous vote. <br /> <br /> 80-184 - William George, 112 Riverside Drive, representing independent gas station <br />operators, spoke concerning reduction of license ratecon gross receipts of businesses. <br /> <br />Motion of Mr. Holley and seconded by Mr. Oast, that the matter to be referred to the <br /> <br /> <br />
