<br /> 80-171 "Consideration of an ordinance to provide for the classification of employment,
<br />to provide a compensation plan for employees and to regulate the administration of the 1980-81
<br />Classification and Pay Plan of the City of Portsmouth, Virginia.
<br />
<br /> This ordinance sets forth the classification for compensation for all classified
<br />employees within the City of Portsmouth, as well as sets forth the pay scale for the
<br />classifications and grades. The plan has been prepared to include the minimum wage policy
<br />of the City and also takes into account the adjustment that will be required in the minimum
<br />wage on January 1, 1981. A copy of the job classifications as well as the pay scale are
<br />incorporated as part of the ordinance for your consideration. This ordinance will be effecti¥
<br />on July 1, 1980 and repeals all previous ordinances relative to classification and pay. The
<br />City Manager recommends adoption."

<br /> On motion of Mr. Early and seconded by Mr. Oast, the following ordinance was adopted on
<br />first and final reading, and by the following vote:

<br /> 80-172 "Consideration of an ordinance closing a portion of Gothic Street.
<br />
<br /> The Portsmouth Redevelopment and Housing Authority has made application to close a
<br />portion of Gothic Street between Belle and Watson Streets in Mount Hermon. Viewers were
<br />appointed on March 11, 1980 in accordance with State law. A copy of the viewers report
<br />and a map showing the portion to be closed are attached for your information. The City
<br />Manager recommends adoption."

<br /> On motion of Mr. Beamer and seconded by Mr. Gray, the following ordinance was adopted
<br />on first and final reading, and by the following vote:
<br />
<br />"AN ORDINANCE CLOSING A PORTION OF GOTHIC STREET."

<br />of Fairfax Avenue.
<br />
<br /> E. L. Copeland, et al, have petitioned the City for the closing of a portion
<br />Avenue between Parker Avenue and Walnut Street. This resolution appoints v~ewers
<br />with State law. The City Manager recommends adoption."

<br />RESOLUTION APPOINTING VIEWERS FOR CLOSING OF A PORTION OF FAIRFAX AVENUE.
<br />
<br /> WHEREAS, B. L. Copeland, Gladys D. Copeland and Mary A. Stephenson have made application
<br />to uacate, close and discontinue the hereinafter-described portion of Fairfax Avenue, and
<br />it appearing that notice of application in request for the appointment of viewers was duly
<br />posted on the 27th day of March, 1980, on the bulletin board of the Circuit Court of the
<br />City of Portsmouth; the Portsmouth City Hall Building and the General District Court, Civil
<br />Division.

<br /> NOW, THEREFORE, BE IT RESOLVED by the City of Portsmouth, Virginia, that A. N. Kendrick,
<br />Louis J. Leitner, C. H. Harrison, James H. Griffin and James L. Lenahan be appointed
<br />viewers and that Frank N. Bilosoly be appointed an alternate viewer in the event that one
<br />of the preceeding viewers fails to participate, said viewers to view the hereinafter-
<br />described portion of Fairfax Avenue and to report to this Council in writing whether in
<br />their opinion any, and if any, what inconvenience would result in vacating and closing the
<br />following:

<br />That certain portion of Fairfax Avenue (20 ft. in width) shown on
<br />~he plat of'Fairfax, duly recorded in the Clerk's Office of the
<br />Circuit Court of the City of Portsmouth, Virginia, in Map Book 1, P. 34,
<br />which lies between the western line of Parker Avenue projected southward
<br />across Fairfax A~enue and the western line of Walnut Street projected
