May 15, 1980 <br /> <br />Parking Authority which require General Obligation backing. The i980-81 program has been <br />held to a bare minimum for the coming year due to the uncertain~? of Revenue Sharing <br />and Community Development funds. The majority of the projects included in this I year pro- <br />gram are contractual type commitments or matching fund type projects such as highways, the se <br />treatment plant, etc. Copies of letters from the Planning Commission, the Citizens Advisory <br />Commission and the Municipal Finance Commission recommending the 5-year program are attached <br />for your information. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Early, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION APPROVING THE CAPITAL IMPROVEMENTS PROGRAM FOR 1980 THROUGH <br />1985 AND A ONE YEAR CAPITAL IMPROVEMENT BUDGET FOR 1980-81. <br /> <br /> WHEREAS, the City Manager has submitted to Council the Capital Improvements Program <br />for 1980 through 1985; and <br /> <br /> WHEREAS, the City Planning Commission, the Citizens Advisory Committee and the Municipal <br />Finance Commission have reveiwed said program and endorsed it; and <br /> <br /> WHEREAS, a public hearing has been held to receive public comments on the Capital <br />Improvements Program, on the one year Capital Improvement Budget, on the General Revenue <br />Sharing Funds included in the one year Capital Improvement Budget, and on a recommendation <br />to reprogram for equipment purchase Five Hundred Ninety-six Thousand ($596,000.) Dollars <br />in General Revenue Sharing Funds which were previously allocated to the categories of <br />drainage, curbs and gutters, and parks and recreation; and <br /> <br /> WHEREAS, this Council has considered the Capital Imorovements Program and the utiliza- <br />tion of General Revenue Sharing Funds and finds them to be in proper form and expressive <br />of Council policies in regard to necessary capital improvements. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the aforesaid Capital Improvements Program for 1980 through 1985 and the one year <br />Capital Improvement Budget for 1980-81 are approved subject to later appropriation in the <br />ordinary course of business of the City; and <br /> <br /> BE IT FURTHER <br />Hundred Ninety-six <br />reallocated to the <br />to the purposes of <br /> <br />RESOLVED by the Council of the City of Portsmouth, Virginia, that Five <br />Thousand ($596,000.) Dollars in General Revenue Sharing Funds be <br />purpose of equipment purchases, which funds were previously allocated <br />drainage, curbs and gutters, and parks and recreation." <br /> <br />Ayes: Barnes, Beamer, Early, Cray,Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-169 "Consideration of an ordinance on first reading to appropriate S130,000 from <br />the Capital Improvements Fund for emergency repairs to the Portsmouth Seawall. <br /> <br /> This appropriation will provide the authorization for the City to expend up to $130,000 <br />for repairs to the Seawall at the south end and the north end. The south end of the Ports- <br />mouth Seawall was damaged April 7, 1980 due to a collision caused by a Panamanian cargo sh%F~ <br />A summary of the damage caused to the Seawall is attached for your information. The <br />persons responsible for the damage have assured the City, in writing, that they will reimburs~ <br />the City for all costs associated with the repairs. There has also been minor damage to the <br />north end of the Seawall as a result of a collision with a barge. This damage occurred on <br />May S, 1980; and, the City has also been assured that all cost of repairs will be paid in <br />full by those responsible. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following o~dinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $130,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />EMERGENCY REPAIRS TO THE SEAWALL." <br /> <br /> 80-170 "Consideration of an ordinance on first reading to appropriate $216,500 from <br />the Capital Improvements Fund for the renovation of the City Jail. <br /> <br /> This appropriation will provide the balance of the funds required for the $347,500 <br />renovation of the Portsmouth City Jail in accordance with the new standards for jails re- <br />quired by-.the State and Federal governments. Of the total project cost of $347,500, the <br />City's share is $70,894 of which $38,405 has previously been appropriated. This ordinance <br />appropriates the balance of the local share as well as the $238,000 Federal share and the <br />$38,295 State share. Some of the modifications recommended by the Grand Jury i5 their <br />report have been addressed as part of this project. The City Manager recommends adoption <br />on first reading. <br /> <br />Consideration of a motion to award bid to the lowest responsible bidder." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $216,500 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />RENOVATION OF THE CITY JAIL." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Holley, that the contract be awarded to Olsen <br />Contractors, Inc., being the lowest responsible bidder, and was adopted by unanimous vote. <br /> <br />,age <br /> <br /> <br />
