JuIy 8, 1980 <br /> <br />"A RESOLUTION ENDORSING THE PROPOSED REPLACEMENT FACILITIES TO BE INSTALLED <br />ON THE FORMER U. S. COAST GUARD BASE BY THE VIRGINIA DEPARTMENT OF HIGHWAYS <br />AND TRANSPORTATION AS A PART OF THE DEVELOPMENT OF THE THIRD CROSSING OF THE <br />ELIZABETH RIVER. <br /> <br /> WHEREAS, the Virginia Department of Highways And Transportation has advised that the <br />proposed third tunnel will require total demolition of the pier facilities at the former <br />U. S. Coast Guard Base located between slips numbered 3 and 4 as well as demolition of several <br />structures now located on the property; and <br /> <br /> WHEREAS, the City of Portsmouth has been advised by the Engineering firm of Langley <br />And McDonald that said facilities would best be replaced in order to obtain the most flex~bili <br />ty of use by a pier one hundred fifty feet (150') in width and three hundred sixty-~wo feet <br />(362') in length with appropriate utilities included; and <br /> <br /> WHEREAS, the payment to the City of a sum equal to the cost of the proposed replacement <br />facilities would enable replacement of the pier by the City at a later date with such modifi- <br />cations as may be required by a proposed use; and <br /> <br /> WHEREAS, the Council of the City of Pcrtsmouth reaffirms its commitment to cooperate <br />with the Virginia Department of Highways And Transportation by providing, the necessary con- <br />struction easements and permanent easement (only for actual location of the tunnel) at no <br />cost to the project. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, <br />endorses the proposed replacement facilities to be installed at the former U. S. Coast <br />Guard Base by the Virginia Department of Highways And Transportation as a part of the develop- <br />ment of the third crossing of the Elizabeth River or in the alternative the payment To the <br />City of Portsmouth of a sum equal to the cost thereof such proceeds to be used for replacement <br />of the pier." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 80-239 "Consideration of a motion to transfer $250,680 from the Grants Contingency <br />Account to continue operation of the Southeastern Virginia Alcoholic Safety Action Project. <br /> <br /> This motion will provide the funds needed to continue operation of the Virginia ASAP <br />for a sixth year. The ASAP program became operational in July, 1975 and since that time <br />has offere~eRuca~ional.smd counseling services to persons charged with driving under the <br />influence of alcohol. The education and counseling programs were begun as alternatives to <br />a fine and loss of license. When the program began it included only the jurisdictions of <br />Portsmouth and Suffolk. During the past four years it has expanded to include Chesapeake, <br />Franklin, Isle of Wight, Southampton and Smithfield. The ASAP program is supported largely <br />by fees paid by participants with each participant paying a fee of $200. In addition the <br />State Highway Safety Division, through a grant from the Federal government, ccntributes <br />monies for the support of a treatment program for persons classified as serious alcoholics. <br />The City of Portsmouth is not required to make any cash contributions to the support of <br />the program. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, that authorization be granted to transfer <br />$250,680 from the Grants Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br /> 80-240 - On motion of Mr. Beamer and seconded by Mr. Barnes, the following resolution <br />was adopted, and by the following vote: <br /> <br />"A RESOLUTION ENDORSING THE INCLUSION OF THE PYTHIAN CASTLE ON THE VIRGINIA <br />LANDMARKS REGISTER. <br /> <br /> WHEREAS, the Virginia Historic Landmarks Commission has indicated an interest in <br />including the Pythian Castle lodated at the intersection of Court and County Streets on <br />the Virginia Landmarks Register and nominating it to the National Register of Historic <br />Places; and <br /> <br /> WHEREAS, <br />Commonwealth <br />significance; <br /> <br />the Virginia Landmarks <br />judged to have state or <br />and <br /> <br />Register is an official <br />national'archaeological, <br /> <br />listing of places in the <br />architectural and/or historical <br /> <br /> WHEREAS, the National Register is the Federal Government's official list of historic <br />buildings and other cultural resources worthy of preservation; and <br /> <br /> WHEREAS, if this property is listed in the National Register, there are certain pro- <br />visions of the Tax Reform Act of 1976 that will encourage preservation of historic depreciable <br />structures by allowing favorable tax treatments for rehabilitations; and <br /> <br /> WHEREAS, the City Council formally adopted a Revitalization Plan for the downtown <br />area and emphasized architectural conservation of existing residential and commercial <br />structures and the Pythian Castle is located within the newly established zoning district <br />and is listed in the City's inventory of notable architecture. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, <br />hereby endorses the inclusion of the Pythian Castle on the Virginia Landmarks Register and <br />its nomination~to the National Register of Historic Places. <br /> <br /> <br />
