Department of Agriculture for the Nansemond River4]huckatuck Creek Water Shed. <br /> <br /> The Agriculture Stabilization & Conservation Service is sponsoring a project under the <br />RURAL CLEAN WATER PROGRAM for the Nansemond River-Chuckatuck Creek Water Shed. This program <br />provides Federal assistance for farms located on the water shed to reduce the non-point <br />source water pollution relative to agriculture operations. This program will also assist the <br />farmers in implementing management practices for agriculture as developed by the State Water <br />Control Board. I recommend this program to you because if successful it will go a long way <br />in helping reduce pollution in the City-owned lakes at no direct cost to the City. I have <br />attached a brief desCription of the program for your information. The City Manager recommends <br />adoption." <br /> <br /> On motion of Mr. Beamer and seccnded by Mr. Gray, the fo. llowing resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION SUPPORTING THE RURAl CLEAN WATER PROGRAM SPONSORED BY THE <br />UNITED STATES DEPARTMENT OF AGRICULTURE FOR THE NANSEMOND RIVER-CHUCKATUCK <br />CREEK WATER SHED. <br /> <br /> WHEREAS, the Agricultural Stablization and Conservation Service of the United States <br />Department of Agriculture is sponsoring a project under the Rural Clean Water Program for <br />the Nansemond River-Chuckatuck Creek water shed area; and <br /> <br /> WHEREAS, this program provides for Federal assistance to reduce non-point source water <br />pollution relating to agricultuzal operations; and <br /> <br /> WHEREAS, the program will also assist in implementing the best management practices <br />for agriculture as developed by the State Water Control Board; and <br /> <br /> WHEREAS, if the program is successful, it will assist in reducing pollution in the <br />lakes owned by the City of Portsmouth at no direct cost to the City. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the Council supports the Rural Clean Water Program sponsored by the United States <br />Department of Agriculture for the Nansemond River-Chuckatuck Creek water shed.' <br /> <br />Ayes: Barnes, <br />Nays: None <br />Abstaining: Oast <br /> <br />Beamer, Gray, Webb, Whitlow, Johansen <br /> <br /> 80-237 "Consideration of an ordinance to amend Section 2-~1 of the Code of the <br />City of Portsmouth pertaining to the place of City Council meetings, <br /> <br /> This amendment will designate the Council Chambers on the 6th floor of the City Hall <br />Building located at 801 Crawford Street, Portsmouth, as the meeting place for ali regular <br />and special meetings of City Council unless otherwise notified. This ordinance will be <br />effective August 1, 1980. Bised on the completion schedule furnished to my office by the <br />subcontractor, all meetings beginning with the public hearing on zoning the second Monday <br />in August will occur in the new Chambers~ The City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded hy Mrs. Webb, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 2~41 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, PERTAINING TO MEE:TING PLACE OF CITY COUNCIL.' <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 80-238 "Consideration of a resolution to the Virginia Department of Highways and <br />Transportation endorsing the proposed replacement facilities at the old Coast Guard Base <br />as part of the 3rd Crossing of the Elizabeth River. <br /> <br /> The Virginia Department of HighWays and Transportation has advised the City that the <br />proposed tunnel from Portsmouth to Norfolk will require the total demolition of the pier <br />between slips 3 and i of the old Coa{t Guard Base. In addition to the demolition of the <br />pier, there are several buildings that will also be demolished as a result of the highway <br />project. This resolution endorses t~e proposed improvements as designed by Langley and <br />McDonald as a replacement pier for this facility. The proposed pier to be 150' in width <br />and 362' in length and to include all utilities that are currently on the existing pier. <br />The City Manager recommends adoption." <br /> <br />.On motion of Mr. Barnes and seconded by Mr. Gray, to adopt the resolution. <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Gray. the amend the resolution for an alterna- <br />tive to accept replacement as proposed or value of same, and was adopted by unanimous vote. <br /> <br />On motion, the following resolution was adopted as amended, andLby the following vote: <br /> <br /> <br />
