<br /> Motion of Mr. Oast and seconded by Mr. Barnes, the report from the Director of Planning
<br />to be received as information, and was adopted by unanimous vote.
<br />
<br />The following reports from the City Manager were presented:
<br />
<br /> 80-234 - "Consideration of a resolution authorizing the
<br />property located at 3100 Ballard Avenue (Plat 564, Parcel 8)
<br />Development Authority.
<br />

<br />to the Portsmouth Industrial
<br />
<br /> The City has received a request from the Portsmouth Industrial Development Authority to
<br />purchase for industrial development purposes a parcel of land owned by the City (.803 acres)
<br />3100 Ballard Avenue ~n the Hattonsville Corridor. This resolution will authorize the City
<br />Manager to convey the .803 acres to the Portsmouth Industrial Development Authority for $8,700
<br />which is the appraised value per acre for property located in this area. The City Manager
<br />recommends adoption."
<br />
<br /> On motion of Mr. Gray and seconded by Mr. Oast, the following ~esoluticn was adopted
<br />and by.the following vote:
<br />
<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY AT
<br />3100 BALLARD AVENUE (MAP BARCEL 564-008) TO THE INDUSTRIAL DEVELOPMENT AUTHORITY
<br />OF THE CITY OF PORTSMOUTH.
<br />
<br /> WHEREAS, the City of Portsmouth owns certain hereinafter-described property located in th
<br />Hattonsville Industrial Corridor; and
<br />
<br /> WHEREAS, the said land is no longer needed by the City of Portsmouth and it is, there-
<br />fore, declared to be surplus property; and
<br />
<br /> WHEREAS, nhe Industrial Development Authority of the City of Portsmouth will be able to
<br />market the property for industrial development; and
<br />
<br /> WHEREAS, the City of Portsmouth will be compensated for this property in the amount of
<br />Eight thousand, Seven Hundred Dollars ($8,700.); and
<br />
<br /> WHEREAS, Section 2.09(c) of the Charter of the City of Portsmouth provides that
<br />convey property to the Commonwealth of Virginia or any political subdivision thereof,
<br />advertisement and without receiving bids; and

<br /> WHEREAS, the Industrial Development Authority of the City of Portsmouth is a political
<br />subdivision of the Commonwealth of Virginia.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is, authorized to convey the following described
<br />property to the Industrial Development Authority of the City of Portsmouth:

<br /> Ail that certain piece or parcel of land, situate, lying and
<br />being in the City of Portsmouth, Virginia, known according to the
<br />present street numbering system of the City of Portsmouth as 31OO
<br />Ballard Avenue, more particularly described by reference to a plat
<br />entitled, "Plat Showing Property Conveyed to Southern Space, Inc.",
<br />prepared by the Engineering And Technical Services Department of
<br />the City of Portsmouth, Virginia, attached hereto.

<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to complet~
<br />all transactions and ex,cute all documents incident to such conveyance."

<br /> 80-235 "Consideration of an ordinance to amend Section 11-12 (a) and (b) of the Code
<br />of the City of Portsmouth, 1973, as amended; pertaining to purchases and requisitions, and
<br />procurement of public works and improvements contracts.
<br />
<br /> This section of the Code was amended approximately three months ago relative no purchases
<br />and requisitions of materials and supplies and contracts for public improvements. This ordi-
<br />nance amends the Code so that the section referencing the purchase of materials and supplies
<br />and capital improvements are parallel. Currently there is a different code requirement for ti
<br />two types of contracts or purchases, this will eliminate any difference between the two sectio
<br />We have included for your information a copy of the previous amendment together with the propo
<br />amendment outlining the two sections of the Code to be amended, the City Manager recommends
<br />adoption."

<br />"AN ORDINANCE TO AMEND SECTION ll-12(a) AND (b) OF THE CODE OF THE CITY OF
<br />PORTSMOUTH, 1973, AS AMENDED, PERTAINING TO PURCHASES AND REQUISITIONS, AND
<br />PROCUREMENT OF PUBLIC WORKS AND IMPROVEMENTS CONTRACTS."
