October 26, 1999 <br /> <br />99 - 242 - Adoption of a resolution authorizing the City Manager to convey a parcel of <br />land located at the southwest corner of Wavy Street and Second Street to the <br />Portsmouth Redevelopment and Housing Authority. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to convey a parcel of land of <br />approximately one acre located at the southwest corner of Wavy Street and Second <br />Street to Portsmouth Redevelopment and Housing Authority. <br /> <br />Purpose and Need: <br /> <br />· This parcel would be conveyed by PRHA to the owners of WAVY Television in <br />exchange for the parcel of land owned by them that is bounded by Crawford Street, <br />Columbia Street, Guardian Court and the property formerly owned by Desks, Inc. <br /> <br />· The site to be acquired as a result of such an exchange will be used as parking, <br />replacing some of the area for parking lost with the proposed construction of the <br />Performing Arts Center. <br /> <br />Financial Impact: <br /> <br />· Once the parcel at Wavy Street and Second Street is conveyed to WAVY, it will <br />become taxable real estate. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Robinett, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXCUTE A PLAT, DEED <br />OF BARGAIN AND SALE,, AND SUCH OTHER DOCUMENTS AS MAY BE <br />REQUIRED TO CONVEY PROPERTY AT THE SOUTHWEST CORNER OF WAVY <br />STREET AND SECOND STREET (NOW CLOSED) TO PORTSMOUTH <br />REDEVELOPMENT AND HOUSING AUTHORITY. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to execute a plat, a Deed of Bargain and <br />Sale and other documents as may be required to convey property to Portsmouth <br />Redevelopment and Housing Authority at the southwest corner of Wavy Street and <br />Second Street (now closed), as is shown on the attached exhibit entitled: "Exhibit <br />Showing Property to be Conveyed to Wavy Broadcasting, Inc., Portsmouth, Virginia", <br />dated October 12, 1999, said property to be defined by a subdivision plat to be recorded <br />prior to its conveyance." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />99 - 243 - Mr. Griffin offered the following nomination for the Empowerment Zone <br />Citizens Advisory Board: <br /> <br />Reverend Milton R. Blount, New Mount Olivet Baptist Church <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to close the nominations, <br />and there being no further nominations, the above nominations were adopted by <br />unanimous vote. <br /> <br />99 - 244 - Items Submitted by City Council <br /> <br />Councilman Pitts asked for an update on the midtown area of the City. City <br />Manager responded. <br /> <br />Councilman Benn spoke on Drew Terry, Chairman, Chamber of Commerce Military <br />Affairs Committee, Annual Military Appreciation Luncheon where Secretary Downey <br />was guest speaker. <br /> <br /> <br />
