October 26, 1999 99 - 242 - Adoption of a resolution authorizing the City Manager to convey a parcel of land located at the southwest corner of Wavy Street and Second Street to the Portsmouth Redevelopment and Housing Authority. Recommendation: · Adoption of a resolution authorizing the City Manager to convey a parcel of land of approximately one acre located at the southwest corner of Wavy Street and Second Street to Portsmouth Redevelopment and Housing Authority. Purpose and Need: · This parcel would be conveyed by PRHA to the owners of WAVY Television in exchange for the parcel of land owned by them that is bounded by Crawford Street, Columbia Street, Guardian Court and the property formerly owned by Desks, Inc. · The site to be acquired as a result of such an exchange will be used as parking, replacing some of the area for parking lost with the proposed construction of the Performing Arts Center. Financial Impact: · Once the parcel at Wavy Street and Second Street is conveyed to WAVY, it will become taxable real estate. Motion by Mr. Whitehurst, and seconded by Mr. Robinett, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXCUTE A PLAT, DEED OF BARGAIN AND SALE,, AND SUCH OTHER DOCUMENTS AS MAY BE REQUIRED TO CONVEY PROPERTY AT THE SOUTHWEST CORNER OF WAVY STREET AND SECOND STREET (NOW CLOSED) TO PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to execute a plat, a Deed of Bargain and Sale and other documents as may be required to convey property to Portsmouth Redevelopment and Housing Authority at the southwest corner of Wavy Street and Second Street (now closed), as is shown on the attached exhibit entitled: "Exhibit Showing Property to be Conveyed to Wavy Broadcasting, Inc., Portsmouth, Virginia", dated October 12, 1999, said property to be defined by a subdivision plat to be recorded prior to its conveyance." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None - New Business - 99 - 243 - Mr. Griffin offered the following nomination for the Empowerment Zone Citizens Advisory Board: Reverend Milton R. Blount, New Mount Olivet Baptist Church Motion by Mr. Griffin, and seconded by Mr. Robinett, to close the nominations, and there being no further nominations, the above nominations were adopted by unanimous vote. 99 - 244 - Items Submitted by City Council Councilman Pitts asked for an update on the midtown area of the City. City Manager responded. Councilman Benn spoke on Drew Terry, Chairman, Chamber of Commerce Military Affairs Committee, Annual Military Appreciation Luncheon where Secretary Downey was guest speaker.
