October 26, 1999 <br /> <br />Councilman Whitehurst announced Horace S. Savage would be roasted on October <br />30, 1999 by the Portsmouth School Foundation. <br /> <br />Councilman Moody spoke on the business and civic league of Cradock hosting a <br />Halloween party on October 31, 1999. <br /> <br />Mayor Holley recognized Lucy Overton, a Civic League President, who was recently <br />ill. <br /> <br />Councilman Pitts provided a street lights update to Virginia Power's program to have <br />burned out lights replaced. <br /> <br />Mayor Holley acknowledged that he and Mr. Pitts were in Salt Lake City, Utah on an <br />economic development venture. <br /> <br />Councilman Moody reminded citizens to vote on November 2, 1999. <br /> <br />99 - 245 - Non-Agenda Speakers <br /> <br />1. Jennette Johnson, 65 Channing Avenue, spoke on Columbia Gas Company <br /> monopoly. <br /> <br />2. J. Brewer Moore, 308 Bobby Jones Drive, spoke on Portsmouth's image through <br /> recent editorials. <br /> <br />3. Mark Geduldig-Yatrosky, 363 Middle Street, requested that Council use city web <br /> page and the Portsmouth Channel 49 for more detailed information on the agenda. <br /> <br />4. Reverend James R. Griffin, 1528 Maple Avenue, spoke on funding for the <br /> community. <br /> <br />Raleigh G. Harsley, 2124 Peach Street, Lee Ward Civic League, spoke on keeping <br />refuse schedule the same after storm events as in normal circumstances. Lee Ward <br />is left out of Empowerment Zone and other programs, but just enforcing <br />environmental and zoning violations would help. <br /> <br />William E. Copeland, 2107 Staunton Avenue, spoke on receiving a notice for tall <br />grass. Commented on Des Moines Avenue from Randolph to Palmer and condition <br />of streets. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to go into Closed Meeting <br />pursuant to provisions of Section 2.1-344 of the Code of Virginia, to discuss or consider <br />the following: <br /> <br />- to discuss employee personnel matters, as authorized by subparagraph A. 1. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section 2.1- <br />344.1 of the Code of Virginia, certifying that to the best of the Council Member's <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> <br />
