1980 <br /> <br />of <br />and <br /> <br /> WHEREAS, the installation of said drainage improvements has been completed and a portion <br />the easement created by said agreement is no longer required by the City of Portsmouth; <br /> <br /> WHEREAS, the City Engineer has recommended that the hereinafter-described portion of <br />said drainage easement be released. <br /> <br /> NOW, THEREFORe, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the following described portion of the drainage easement created by easement agreement <br />recorded in the Clerk's Office of the Circuit Court of the City of Portsmouth in Deed Book <br />695, page 685, be released to William A. Howell, to-wit: <br /> <br /> Ail that certain piece or parcel of land shown on that <br />~.~certain plat ~entitled, "Plat Showing A Portion Of Sanitary Sewer <br /> Easement To Be Vacated By The City Of Portsmouth On Fhe Property <br /> of William A. Howell", dated August S, 1980, prepared by the <br /> Engineering & Technical Services Department of the City of Ports- <br /> mouth, Virginia, a copy of which is attached hereto for a more <br /> particular description. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to <br />execute such deeds of release as may be necessary to complete this transaction provided <br />that a pro rata of any consideration paid be reimbursed to th~ City." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 80-283 - "Consideration of a motion authorizing the City Assessor to abate and the <br />City Treasurer to refund $3,896.06 without interest to Seaboard Coast Line Railroad. <br /> <br /> The City approved a refund for overpaid taxes on May 8, 1979, which was for the period <br />February 1, 1979 through June 30, 1979, based on the purchase of land by the City from the <br />Seaboard Coast Line Railroad effective with the transfer of title on February 1, 1979. <br />However the State Corporation Commission has notified the City of the adjusted value of the <br />company's remaining properties which indicates that we are to readjust the tax bill ~gain <br />based on the appraisal from the State Corporation Commission. I recommend adoption of this <br />motion which does not include interest since a previous abatement was authorized. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, that authorization be granted to ~b~ an~ <br />the City Tresurer to refund $3,896.06 without interest to Seaboard Coast Line Railroad, and <br />was adopted by unanimous ~ote. <br /> <br /> 80-284 - !'Consideratio~ of a motion authorizin~ the City Assessor to abate and the <br />City Treasurer to refund $117.80 plus interest due to an error made in the City AsseSsor's <br />Office based on a title transfer. <br /> <br /> The rebate is for property located at 1315 Spratley Street, Map 44, Parcel 661, for <br />the tax years 1973-74 through 1979-80. In effect two individuals have been billed and <br />taxes have been paid since the last quarter of 1973-74. The City Manager recommends!adop- <br />tion.'' <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Oast, the matter to be deferred to the meetiBg <br />of August 26, 1980, and was adopted by unanimous vote. <br /> <br />NEW BUSINESS <br /> <br /> 80~290 On motion of Mr. Barnes and seconded by Mr. Gray, the following resolution was <br />adopted, and by the following vote: <br /> <br />"WHEREAS, Thomas Penn Newsom was born in Portsmouth at Parrish Memorial~H~pita!; and <br /> <br /> WHEREAS, he and his parents, James and Margaret Newsom, lived at 25 Burtis Street in <br />Cradock, where Tommy attended school and graduated in the Class of 1945 from Cradock!High <br />School; and <br /> <br /> WHEREAS, Tommy began his musical training with piano lessons at the age of 8 at the <br />home of Mrs. E. Q. Heely, and at the age of 9 he studied saxophone with James Cantwell, and <br />played in the Cradock High School Band and Orchestra conducted by Felix Hardin; and <br /> <br /> WHEREAS, he continued to study music and play with local bands, graduated from Peabody <br />Conservatory in 1952, and then j~oi~ed the Air Force, serving as a member of the Air Force <br />Band in Washington, D. C. from 1953 to 1956; and <br /> <br /> WHEREAS, he received his M. A. from Columbia University in 1958, and toured ~ith Benny <br />Goodman and his band, and then joined the N. B. C. Orchestra in 1962, and the Tonight Show <br />Orchestra in 1963, later becoming the first saxophone player and Assistant Conductor with <br />that orchestra. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City of Portsmouth congratulates and commends <br />Tommy Newsom for his outstanding achievement in the world of music. <br /> <br /> BE IT FURTHER RESOLVED that the pride we share in his many successful musical endeavors <br />be shared by all in our Community, as we welcome him and his family back home again." <br /> <br /> <br />
