August 12, 1980

Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen
Nays: None

80~291 - "Chap" Hancock, 201 Jacquelyn Drive, representing Hancock Distributors,
sented the following statement:

"Currently there is no provisions in the Portsmouth City Cdde for peddlers to stay in
one place and sell their products. One must constantly move except to stop for ten minutes
at a time. Due to the energy situation and cost of gasoline, this:_is becoming more difficult
to adhere to.

It would be greatly appreciated by the sellers and the general public who buy fresh
products if a provision could be inserted into the code whereby, with permission of the
lessor or lessee, a vendor could park his vehicle on private property ~nd serve the public.

Our sister cities of Chesapeake and Virginia Beach now work this system and it seems
to be very satisfactory.

Any consideration you can give to help this addition to the city code would be greatly
appreciated."

Motion of Mrs. Webb and seconded by Mr. Gray, the matter to be ~eferred to the City
Manager, and was adopted by unanimous vote.

80-292 Charles LeFramboise, 3724 Burr Lane, representing Charles LaFramboise&Lloyd
Barnes, T/A B ~ ~ Seafodd, spoke concerning business permit which he obtained based upon
an incorrect representation made by an employee in the Commissioner of Revenue's Office,
requests a refund of $80.00s~cehe is unable to remain ~n one location.

the matter to be lookedinto by the City Attorney.

80-293 Motion of Mr. Barnes and seconded by Mr. Oast, that the City Attorney draft a
resolution regarding port of Hampton Roads, supporting expansion and deepening of the port
so it can remain the chief port for coal export, and was adopted by unanimous vote.

On motion meeting adjourned.
APPROVED -

M

City C1 erk~ (~
