Sep'tembe~ 9~ 1980 <br /> <br />such deeds and other documents as may be necessary to complete this transaction." <br /> <br /> Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> 80-33- "Consideration of a motion to transfer $17,865 ~rom the Grants Contingency <br /> Account to convert the Library Book Collection Catalog to machine readable form. <br /> <br /> This motion will provide the funds necessary to hire two employees who will help convert <br /> the Library's existing card catalog to film (microfiche and microfilm) for public use. <br />The new film catalog will include the book holdings of the main and branch libraries as well <br />as those of the StaTe Library System and thus allow patrons better access to books held in <br />other libraries. Funded by a $17,200 grant from the Virginia State Library, the project <br />will be administered by the Portsmouth Public Library which will also be responsible for <br />a cash contribution of $665. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, that authorization be granted to transfer <br />$17,865 from the Grants Contiggency Account, as requested, and was adopted by unanimous vote <br /> <br /> 80-338 "Consideration of a motion to transfer $160,000 from the Grants Contingency <br />Account to complete the Ethnic History Project under the direction of the Portsmouth Public <br />Library. <br /> <br /> This motion will provide the funds necessary to produce and offer to the public a series <br />of three programs which will present the history of black and white relationships through <br />films, slides and lectures, during the last two hundred years in ~ower Tidewater, Virginia. <br />Funded by a $160,000 grant from the National ~ndowment for the Humanities, the project will <br />be administered by the Portsmouth Public Library which also will be responsible for contri- <br />bution of $30,485 in inkind services. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Barnes, to transfer $160,000, as requested. <br /> <br /> Substitute motion of Mrs. Webb and seconded by Mr. Whitlow, the request for transfer of <br />$160,000 to be deferred to the next meeting ~September 23 1980) and was adopted by 6-1 <br />(Nay-Beamer) vote. ' ' <br /> <br /> 80-339 "Consideration of a motion authorizing_the City Manager to execute the necessary <br />documents to acquire the land adjacent to Holiday Inn necessary to construct bulkhead and <br />seawall extension; subject to assurance, as part of the consideration thereof, the completion <br />of the proposed expansion of the Holiday Inn." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, that authorization be granted as requestc <br />and was adopted by unanimous vote. ' <br /> <br />NEW BUSINESS <br /> <br /> 80-341 Durvin P. Cromwell, 2820 Hyman Street, representing Hattonsville Civic League <br />spoke concerning the following problems: ' <br /> <br />1. City lot not being cleaned off. <br />2. Bushes cut on Ponderosa Street and left <br /> lying on the side of the street. <br />3. Requested information concerning 33 homes. <br />4. Streets growing up in weeds. <br />S. No sewage on Laigh Road & Ponderosa Street~ <br /> <br />The City Manager responded. <br /> <br /> Ms. Gloria JohnsoN, 3227 Airline Boulevard, sta~ed that Mr. Cromwell had spoken on her <br />concerns in Hattonsville, and that since,tke~dump had been moved, rats were scattered in the <br />homes. Also, the ditch along the railroad had deteriorated and water was standing near the <br />homes~ <br /> <br />80-342 The following petition received from residents of Fairsville: <br /> <br /> "We, the undersi'~ge~ residents of Fairsville hereby petition the City of Portsmouth <br />for curbing and guttering for two (2) blocks of Noble Street. A portion of Noble Street <br />already has curbs and gutters and we request that they be installed in the remaining blocks. <br />Signed by James Oliver, 30 Noble Street and others" <br /> <br />Mr. Oliver presented the following statement: <br /> <br /> "Th~ repaired section (curbs and gutters) of Noble Street is wider than the remaining <br />section not yet outfitted with curbs and gutters. This causes the ditch to become a hazard <br />motorists as you drive from the wider section of refurbished street into the narrower not yet <br />refurbished blocks. <br /> <br />best.This promises to be a much greater problem at night in an area where lighting is not the <br /> <br /> By finishing Noble Street now, the inconvenience to the citizens caused by street repair~ <br />will be a one time event rather than an additional inconvenience in the future." <br /> <br /> <br />
