On motion of Mr. Beamer and seconded by Mr. Gray, the following and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER VIRGINIA PORT AUTHORITY FOR DEVELOPMENT OF PINNERS POINT SEWERAGE TREATMENT PLANT. resolution was adopted, TO EXCHANGE PROPERTY WITH THE A NEW CONTROL STRUCTURE FOR THE WHEREAS, the Department of Public Utilities of the City of Portsmouth desires to obtain property located in the City near the southeast corner of Spencer Street and Seaboard Avenue owned by the Virginia Port Authority for development of a new control structure for the Pinner Point sewerage treatment plant; and WHEREAS, the Virginia Port Authority desires Portsmouth adjacent to the location proposed for Point sewerage treatment plant; and to obtain property owned by the City of the new control structure for the Pinners WHEREAS, Section 2.O9(c) of the Charter of the City of Portsmouth provides that the City may convey property to the Commonwealth of Virginia or any political subdivision thereof with- out advertisement and without receiving bids. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to exchange the hereinafter-described parcel with the Virginia Port Authority for the purpose of development of a new control structure for the Pinners Point sewerage treatment plant. The property to be conveyed to the City of Portsmouth is described as follows: PARCEL A Beginning at the southeast corner of Spencer Street and Seaboard Avenue; thence along the south right-of-way of Seaboard Avenue N 84° 50' 20U E, a distance of 162.46' to a point; thence N 5° 9' 40" W, a distance of 60' to a point on the north right-of-way of Seaboard Avenue and this same point being the True Point of Beginning; thence N 5° 9' 40" W, a distance of 60' to a point; thence N 84~50' 20" E, a distance of 46' to a point; thence S 57 9' 40" E, a distance of 60' to a point on the north right-of-way of Seaboard Avenue; thence along the north right-of-way of Seaboard Avenue, a distance of S 84° 50' 20" W, a distance of 46' to the True Point of Beginning. The above parcel contains 2,760 square £eet.
