The addition to the contract will be for the design Improvements of the transmis- <br />sion and distribution system as well as the pumping station that serves Churchland. Included <br />in the study and the design will be some improvements to the existing reservoir. This appro- <br />priation will be funded from unallocated Public Utility Bond proceeds. The City Manager <br />recommends adoption on first reading." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $~50,000 FROM THE CAPITAl IMPROVEMENT FUND FOR <br />ADDITIONAL ENGINEERING SERVICES FOR IMPROVEMENTS TO THE WATER TREATMENT <br />PLANT IN SUFFOLK, VIRGINIA." <br /> <br /> 80-333 "Consideration of an ordinance on first reading to <br />the Capital Improvements Fund for the reconstruction and overlay <br />out the City. <br /> <br />appropriate <br />of selected <br /> <br />$450,000 from <br />streets through- <br /> <br /> This ordinance appropriates $450,000 in Revenue Sharing funds which were approved during <br />the~annual budget process for the use of Revenue Sharing funds for 1980-81. City Council has <br />previously been furnished a copy of those streets that are proposed for overlayment and recQn- <br />struction during 1980-81. This appropriation is being requested in anticipation of the appro- <br />val of General Revenue Sharing by the U. S. Congress during the month of September 1980. <br />However con~racts will not be signed nor work authorized prior to signing of General Revenue <br />Sharing into law by the President. The City Manager recommends adoption on first rea~ing." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE ~0 APPROPRIATE $450,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br /> RECONSTRUCTION AND OVERLAY OF SELECTED STREETS THROUGHOUT THE CITY." <br /> <br /> 80-334 - "Consideration of an ordinance to amend the Code of the City of Portsmouth by <br />amending Chapter 2 thereof, by adding Article IX establishing the Consumer Advisory Commission <br /> <br /> This ordinance establishes an advisory commission to be known as the Consumer Advisory <br />Commission and shall consist of 8 members; 5 citizens at large appointed by City Council and <br />1 representative each, to serve in an ex~gff~i~o capacity, from the City Manager's office, the <br />City Attorney's office, and the Building Official's office. Due to the growing concern in the <br />area of consumer protection regarding the home improvement industry, the sale of merchandise, <br />services, and the extension of credit, the City Council by adoption of this ordinance will <br />create an advisory commission on these matters. The functions and duties of the commission arc <br />outlined in detail in this ordinance. Also, it is the purpose of this commission, for a period <br />of one year, to monitor the effectiveness of the available remedies to persons affected by <br />unlawful consumer practices in the home improvement industry. The City Manager recommends <br />adoption." <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Gray, ~he ordinance to be deferred for further <br />consideration, and was adopted by unanimous vote. <br /> <br /> 80-335 "Consideration of an ordinance to amend the Code of the City of Portsmouth <br />by amending Chapter 35 thereof, pertaining to taxation by adding thereto, Article XIV, Section <br />33-229 and 35-230, pertaining to exemption for certain rehabilitated residential real estate <br />and commercial or industrial re~l estate. <br /> <br /> A special subcommittee of the Housing Task Force, established as a result of the Com- <br />prehensive Plan process, has revzewed and studied the State Code pertaining to tax exemption <br />for rehabilitation. Based cn the subcommittee's study, they have now recommended that the Cit <br />adopt an ordinance setting forth ~ax exemption for rehabilitation of residential property, <br />commercial and industrial properties. Since the City of Portsmouth has an abundance of old <br />housing and commercial structures it is anticipated that this ordinance will provide an incen- <br />tive for rehabilition and reinvestmen~ which will have the impact of increasing the quality and <br />quantity of housing stock and commercial properties. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was adopted on <br />first and final reading, and by the following vo~e: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br /> ~aV~ENDING CHAPTER 33 THEREOF, PERTAINING TO TAXATION BY ADDING THERETO, ARTICLE <br /> XIV, SECTIONS 33-229 AND 35-230, PERTAINING TO EXEMPTION FOR CERTAIN REHABIII- <br /> TATED RESIDENTIAL REAL ESTATE AND COMMERCIAl OR INDUSTRIAL REAL ESTATE." <br /> <br /> Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> <br />
