Mr. ~&tt~ms stated~Yhat <br />since the report was prepared that a four-way stop sign had been installed instead of yield <br />sign, as recommended. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray~ ~o concur with the recommendation of the <br />City Manager, and that the citizens be advised (¢~Z~2ensdhk~been~advised), and was adp~ted by <br />unanimous vote. <br /> <br /> 80-262 - The following action take~ concerning the City-owned property at Sugar, Hill <br />regarding illegal dumping was submitted: <br /> <br />"1. Additional "No Dumping" signs have been placed incthis area. <br /> 2. Police and Inspections Departments are increasing their observations. <br /> 3. Additional lighting for Booker Street has been requested. <br /> 4. The Department of P~b~ic Works will increase roadside maintenance <br /> adjacent to Sugar Hill. <br />--8~ ~ Z0~ organizatmon, Concerned Athletes in Action, has agreed to clean Sugar <br /> Hill on a regular basis~:as a civic project." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, the report to be received as information, <br />and was adopted by unanimous vote. <br /> <br /> The following reports f~em the City Manager were presented: <br /> <br /> .80-33~ "Consideration o£ an ordinance on first reading to appropriate $42,500 from <br />the Capital Improvements Fund for renovation of tennis courts and purchase of playground <br />equipment. <br /> <br /> This ordinance appropriates the necessary funds for the resurfacing and reconditioning <br />of tennis courts at Manor High School, Cradock High School, Wilson High School and Parkview. <br />Of the total appropriation, $30,000, is allocated for the resurfacing of the tennis courts, <br />correcting drainage problems associated with the tennis courts, inspection and contingencies. <br />The balance of this appropriation will be used to match 50/50 funding ~ith ~he'~ertsmouth <br />Redevelopment and Housing Authority for replacement and upgrading of playground and recreation <br />equipment for the public housing parks. Funding for this appropriation is being reprogrammed <br />from a previous authorization for the upgrading of City Park. The City is ~n the process of ~- <br />making application for Federal and State funds to accomplish the project previously programmed <br />for City Park. The City Manager recommends adoption on first reading. <br /> <br /> Consideration of a motion to award bid to the lowest responsible bidder." <br /> <br /> On motion of Mr. Beamer and secanded by Mr. Gray~, that the following ordinance to be <br />approved on first reading, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $42,500 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />RENOVATION OF TENNIS COURTS AND PURCHASE OF PLAYGROUND EQUIPMENT." <br /> <br /> Mot~ion of Mr. Bar_nes. and' seconded_by Mr.. Whitlow, the contract to be awarded to Revell <br />Tennis Courts, Inc., being the lowest responsibZe' bidder, and was adopted by unanimous vote. <br /> <br /> 80-331 - "Consideration of an ordinance on first reading to appropriate $7,500 from the <br />Capital Improvements Fund for the cost of surveying the Seaboard Coast Line Railroad right-of- <br />way from Elmhurst Lane to the western branch of the Elizabeth River. <br /> <br /> In order for the City to proceed with the disposition of excess right-of-way a survey <br />is required for legal purposes relative to plats and deeds. The staff has previously recommend <br />ed that the majority of the property from Elmhurst Lane to the Elizabeth River be declared <br />surplus and disposed of first. This appropriation will provide the authorization to finalize <br />the survey preparatory to final disposition. Funding for this appropriation will come from <br />the unappropriated balance in the Capital Improvements Fund. The City Manager recommends adop- <br />tion on first reading." <br /> <br /> <br />
