<br />At a regular meeting of the City Council, held on September 9, 1980, there were present:

<br />Oast, Jr., Gloria O. Webb, Morton V. Whitlow, Robert T. Williams, City Manager,
<br />Steven Lieberman, City Attorney.

<br />prayer, followed by the Pledge of Allegiance to the Flag.

<br />Mayor Johansen welcomed

<br /> Motion of Mr. Gray and seconded by Mrs. Webb, minutes of the special called meeting of
<br />August 25, 1980; minutes of the regular meeting of August 26, 1980; minutes of the called
<br />meeting of September 5, 1980, to be approved as received, and was adopted by unanimous vote.
<br />
<br /> 80-322 Mayor Johansen presented the following resolution to Josephus A. Schaefer,
<br />Member of Portsmouth's First Safety Committee:
<br />
<br /> "WHEREAS, in the spring of 1949 the Governor's Highway Safety Committee was attempting
<br />to establish a safety group in the City of Portsmouth; and
<br />
<br /> WHEREAS, Josephus A. Schaefer came forward to volunteer his service in that capacity,
<br />hereby establishing Portsmouth's first Safety Committee; and
<br />
<br /> WHEREAS, since July of 1949, the Safety Council has met on a monthly basis offering excel
<br />programs to help our citizens understand the importance of Traffic and Pedestrian safety; and
<br />
<br /> WHEREAS, since 1949, Josephus A. Schaefer has dedicated himself to enlisting the support
<br />o~ volunteers who have worked with him in securing for Portsmouth numerous awards for Traffic
<br />and Pe~'tri~n ~afety; and
<br />
<br /> WHEREAS, through his efforts Portsmouth is recognized throughout the Commonwealth of
<br />Virginia for its outstanding record of Traffic Safety.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of Portsmouth congratulates and
<br />commends Josephus Aloysius Schaefer for his thir~y.+~eyears of volunteer service to the
<br />citizens.~f ~o~tsmouth and £or his untiring efforts to improve and enhance Traffi~ Safety
<br />in the City of Portsmouth." ~

<br /> 80-323 Mayor Johansen presented the following resolution to Greg Rogers for saving the
<br />life of Stephen Query:
<br />
<br /> "WHEREAS, on Friday, August 8, 1980, Stephen Query was participating in a Parks and
<br />Recreation sponsored program for special children near the Portsmouth Seawall; and
<br />
<br /> WHEREAS, shortly after arriving tragedy struck; and
<br />
<br /> WHEREAS, Stephen left the supervision of his counselors and was found floating face down
<br />and lifeless in the Elizabeth River by Greg Rogers who resides at 1443 Milmer Lane in Norfolk,
<br />Virginia; and
<br />
<br /> WHEREA~., G?eg Rogers risked his own life to save Stephen by jumping into the Elizabeth
<br />River; and
<br />
<br /> WHEREAS, Greg had an extremely difficult time in the water rescuing Stephen and a board
<br />was passed for Greg to hold on to pull the child to safety; and
<br />
<br /> WHEREAS, Stephen was given prompt medical attention and taken to Portsmouth General Hospi
<br />and later to Kings Daughters; and
<br />
<br /> WHEREAS, after three days Stephen recovered from the accident and was released to his
<br />parents.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the City of Portsmouth, the Therapeutic Day Camp
<br />Staff, and Mr. and Mrs. Query are deeply grateful for the prompt and heroic action taken by
<br />Greg Rogers in saving Stephen's life.
<br />
<br /> BE IT FURTHER RESOLVED, that a copy of th~s resolution be presented to Greg
<br />made a part of the minutes of the City Council of Portsmouth."
