<br />Church has indicated in their bid that they would like to renovate the building, if it is
<br />usable and at a reasonable expense, for use as a Sunday School. If the renovation required
<br />in accordance with the Code is too expensive, the building will be demolished and the area
<br />will be de, eloped for off-stree,t parking for the Church of the Nazarene, The City Manager
<br />recommends adoption of this resolution."

<br />~ ~ "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY TO
<br />. THE FIRS~ CHURCH OF THE NAZARENE (HIGHLAND BILTMORE COMMUNITY CENTER).
<br />
<br /> WHEREAS, by motion adopted by the Council of the City of Portsmouth, Virginia, on Septem
<br />bet 9, 1980, the City Manager was authorized to advertise and receive bids for the sale of th,
<br />hereinafter-described property; and
<br />
<br /> WHEREAS, the only proposal received for said property was from the First Church of
<br />the Nazarene; which proposal offered to purchase said property for the sum of Six Thousand
<br />Dollars ($6,000,) and to use the improvements existing on said property by renovating the sam,
<br />and using it for a Church Fellowship Building and Sunday School space as needed if renovation
<br />of the building is possible for a reasonable expense or if renovation is too expensive, then
<br />~he~imp~pveme~tsiwill be demolished and the area will be used for off-street parking purposes
<br />and
<br />
<br /> WHEREAS, said property is no longer needed by the City of Portsmouth and is hereby de-
<br />clared to be surplus.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the ~ity Manager be, and he hereby ~s, authorized to convey the following described property
<br />to the First-Church of the Nazarene for the sum of Six Thousand ($6,000.) Dollars conditioned
<br />upon the use of the property as specified in the proposal of the First Church of the Nazarene
<br />dated September 15, 1980:

<br /> All that certain lot, piece or parcel of land, situate,
<br />lying and being in the City of Portsmouth, Virginia, with the
<br />improvements thereon, bounded and described as follows:
<br />
<br /> Beginning at a point on the north side of Rose Avenue,
<br />said point being 172' east from the northeast intersection of
<br />ROse ~enue~nd~De~p~Czeek6Boulevard; thence running east along
<br />the north side of Rose Avenue 62' to a point; thence north and
<br />perpendicular to Rose Avenue 103.5' to a point; thence west and
<br />parallel with Rose Avenue 62' to a point; thence south 103.5' to
<br />the Point of Beginning on the north side of Rose Avenue.

<br /> BB IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to complet~
<br />all transactions and execute all documents incident to such conveyance."

<br /> On motion ~f~Mr. Gray and seconded by Mr. Oast, the above resolution was adopted, and
<br />by the following vote:

<br /> 80-352 ?Consideration of a resolution appointing F'iewers for the closing of a portion
<br />of Louisa Avenue.
<br />
<br /> The City of Portsmouth has petitioned for the closing of a segment of Louisa Avenue
<br />located on the southeast corner of Louisa Avenue and Winchester Drive. The City has recently
<br />acquired property in this area for the purpose of constructing a replacement fire station for
<br />the~Winchester Drive Fire Station. This resolution appoints viewers ~n accordance with State
<br />law for ~{he closing of a small segment of Louisa Avenue. The Planning Commission has re-
<br />viewed the application and recommends approval. The City Manager recommends adoption."

<br /> On motion of Mr. Oast and seconded by Mr. Beamer, the following resolution was adopted,
<br />and by the following vote:

<br />'A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A PORTION OF LOUISA AVENUE.
<br />
<br /> WHEREAS, the City of Portsmouth has made application to vacate, close and discontinue
<br />the hereinafter-described portion of Louisa Avenue and it appearmng that notice of applicatio~
<br />and request for the appointment of viewers was duly posted on the 12th day of September, 1980,
<br />on the bulletin board of the Circuit Court of the City of Portsmouth, the General District
<br />Court (Civil Division) of the City of Portsmouth and the Juvenile and Domestic Relations Distr
<br />Court of the City of Portsmouth.

<br /> ~OW,~:THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that ~. ~'. Kendrick, L. A. Clarke, James L. Choate, Simon P. Arrington and Richard D. Ottavio
<br />be appointed viewers and that C. E. Ellis be appointed an alternate viewer in the event one o~
<br />the predeeding viewers fails to participate, said viewers to view the hereinafter-described
<br />portion of Louisa Avenue and to report to this Council in writing whether in their opinion any
<br />and if an~'~ w~kt inconvenience would result in vacating and closing the following:
