Of the total project amount, $98,922 <br />is the Federal share and $10,991 is thD required local cash match. The local match has been <br />previously appropriated in the Federal Grants Budget for 1980-81. The City Manager recommend~ <br />adoption." <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer, that authorization be granted to transfer <br />$109,913 from the Grants Contingency Account, as requested, and was adopted by unanimous vote <br /> <br /> 80~375 - "Report from the City Manager on the <br />financial impact on the City of Revenue Sharing as <br /> <br /> Consideration of a resolution urging Congress <br />on November 12, 1980. <br /> <br /> On mo{ion of Mrs. Webb <br />and by the following vote: <br /> <br />status of Revenue Sharing as well as the <br />of September 30, 1980. <br /> <br />to reenact Revenue Sharing upon reconvenin <br /> <br />and seconded by Mr. Gray, the following resolution was adopted, <br /> <br />"A RESOLUTION URGING THE CONGRESS OF THE UNITED STATES TO REENACT GENERAL <br />REVENUE SHARING UPON RECONVENING ON NOVEMBER 12, 1980. <br /> <br /> WHEREAS, the General Revenue Sharing Program expired on September 30, 1980 and the Octob <br />payment that cities receive will be their last payment unless General Revenue Sharing is <br />reauthorized by the Congress in a special post-election session beginning November 12 1980; <br />and ' <br /> <br /> WHEREAS, General Revenue Sharing is the single most important program of aide to the <br />nations local governments having provided Fifty-six Billion Dollars to nearly thirty-nine <br />thousand states and local governments on an entitlement Basis since 1972; and <br /> <br /> WHEREAS, without Revenue Sharing, cities and other local governments would have to in- <br />crease taxes or reduce services, or both; and <br /> <br /> WHEREAS, General Revenue Sharing reauthorization must be the nation's cities highest <br />priority. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />this Council urges the Congress of the United States to schedule General Revenue Sharing <br />Reauthorization Legislation for floor action as soon after the post-election session begins a: <br />possible and urges each member of Congregs to vote in favor of General Revenue Sharing <br />reauthorization and against amendments that weaken the program. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is hereby directed to transmit a certified <br />copy of this Resolution to the Honorable Harry F. Byrd, Jr,, United States Senate, and the <br />Honorable JOhn W. Warner, United States Senate, and the Honorable Robert W. Daniel, Jr., <br />House of Representatives." <br /> <br />Ayes: Beamer, ~ray, Oast, Wi~bb, Johansen <br />Nays: None <br /> <br /> 80-~76 - "Congidera~ion of a motion authorizing the City Assessor to abate and the City <br />Treasurer to refund with interest $12.44 in real estate taxes that were billed in error and <br />paid for Fiscal Year'~19?9-80. <br /> <br /> This refund is for property located at 332 Harrison Street which was purchased by the <br />Portsmouth Redevelopment and Housing Authority and the deed was not recorded until after the <br />real estate taxes had been mailed. The City Manager recommends adoption." <br /> <br /> Motion of Mr Gray and seconded by Mr. Beamer, that authorization be granted to abate and <br />refund with interest $12.44, as requested, and was adopted by unanimous vote. <br /> <br /> <br />
