<br />'~A RESOLUTION ENDORSING THE PARKS AND RECREATION DEPARTMENT'S YOUTH
<br />CONSERVATION CORPS GRANT APPLICATION FOR 1981.
<br />
<br /> WHEREAS, the Virginia Commission on Outdoor Recreation provides funds through the Youth
<br />Conservation Corps Program (YCC) to assist political subdivisions of the Commonwealth in
<br />the development and conservation of natural resources; and
<br />
<br /> WHEREAS, there are needs within the City of Portsmouth to develop recreational public
<br />lands and accomplish needed conservation work; and
<br />
<br /> WHEREAS, this program offers young men and women fifteen (1S) to eighteen (18) years of
<br />age gainful summer employment and a work-earn-learn experience; and
<br />
<br /> WHEREAS, YCC helps promote an understanding and appreciation in participating youth for a
<br />natural environment and
<br />heritage; and
<br />
<br /> WHEREAS, the project is funded up to eighty percent (80%) through the Virginia
<br />for Outdoor Recreation.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth,~ Virginia, that
<br />this Council endorses the application of the Parks and Recreation Department of the City for
<br />the City Park Development Project, and that the City Manager is hereby authorized to cause suc
<br />information or material as may be necessary to be provided to the appropriate state agency,
<br />to enter into such agreements as may be necessary to permit the formulation, approval and
<br />funding of the City Park Development Project.
<br />
<br /> AND BE IT FURTHER RESOLVED that the governing body of the City of Portsmouth gives its
<br />assurances that it Will provide at least twenty percent (20%) of the total cost of the project
<br />that the general provisions of the Youth Conservation Corp Program and the Virginia Youth
<br />Conservation Fiscal procedures will be complied with in the administration of the project and
<br />that all other applicable state and federal regulations governing such expenditure of funds
<br />provided by the Virginia Commission of Outdoor Recreation will be complied with in the admini~
<br />stration Of this project.
<br />
<br /> AND, ALSO, BE IT FURTHER RESOLVED that the United States Department of Agriculture
<br />and Interior and the Virginia Commission of Outdoor Recreation are respectfully requested
<br />to assist in the prompt approval and funding of the City Park Development Project for the
<br />public benefit of all our citizenry."

<br /> 80-371 - "Consideration of a resolution appointing viewers for the closing of a portion
<br />certain streets as pare of the Effingham Project.
<br />
<br /> The Portsmouth Redevelopment and Housing Authority has made application to the City for
<br />the closing of a portion of the following streets as part of the Effingham Project (VA-R-72):
<br />Garfield Street, Ninth Street, Edwards Street, Green Street, Madison Street, and Jefferson
<br />Street. This resolution appoints viewers in accordance with State law. The City Manager
<br />recommends adoption."

<br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF THE FOLLOWING STREETS:
<br />A PORTION OF GARFIELD STREET; A PORTION OF NINTH STREET; A PORTION OF EDWARDS
<br />STREET; 'A PORTION OF GREEN STREET; A PORTION OF MADISON STREET; A PORTION OF
<br />JEFFERSON STREET.
<br />
<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has made application to vacate,
<br />close and discontinue the hereinafter-described portions of certain streets, and it appearing
<br />that notice of application and request for the appointment of viewers was duly posted on
<br />September 18, 1980, on the bulletin board of the Circuit Court of the City of Portsmouth,
<br />the General District Court, Civil Division, of the City of Portsmouth and the City Hall
<br />Building of the City of Portsmouth.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that A. N. Kendrick, Charles R. Hudgins, Henry P. Crowe, Harrison Miller and R. Irvine Smith
<br />be appointed viewers and Frank N. Bilisoly be appointed an alternate viewer in the event
<br />one of the preceding viewers fails to participate, said viewers to view the hereinafter-des-
<br />cribed portions of such streets and to report to this Council in writing whether in their -
<br />opinion any, and if any, what inconvenience would result in vacating and closing the followin
<br />
<br />GARFIELD STREET, NINTH STREET, AND EDWARDS STREET
<br />
<br /> Ail those certain pieces or parcels of land comprising the shaded
<br />portions of Garfield Street, Nineth Street and Edwards Street as shown on
<br />a plat entitled: "Plat Showing Closures Of Portions Of Garfield Street,
<br />Ninth Street and Edwards Street, Portsmouth, Virginia, For Portsmouth
<br />Redevelopment And Housing Authority, Effingham Project VAR-72", prepared by
<br />Hassell & Folkes, P,C., Surveyors and Engineers, Portsmouth, Virginia,
<br />dated March 3, 1980, revised March 6, 1980, and revised March 12, 1980,
<br />a copy of which is attached hereto. (S-80-7; S-80-8; S-80-9).
