Odtober 14, 1980 <br /> <br />. WHEREAS, the Council of the City of Suffolk adopted a Res61u~ion at a meeting held Septem <br />bet 17, 1980, authorizing their City Manager to sell surplus water to the City of Portsmouth <br />utilizing a formula acceptable to Portsmouth so long as the formula is reciprocal in the event <br />that the City of Suffolk shall have a need to purchase water in the future from Portsmouth <br />reserves; and <br /> <br /> WHEREAS, the City of Suffolk has indicated a desire to purchase surplus water from the <br />City of Portsmouth pending the completion~of Suffotk's Treatment Plant if the same is under <br />construction at the time Suffolk acquires the distribution system from Portsmouth now under <br />litigation; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth concludes that such additional terms and <br />conditions to such proposed sale and purchase is mutually beneficial to both cities. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the City <br />Council does hereby extend the authorization of the City Manager to enter into an agreement <br />with the City of Suffolk to permit the sale of surplus water to the City of Suffolk pending th <br />completion of Suffolk's Treatment Plant if the same is under construction at the time Suffolk <br />acquires the distribution system from Portsmouth now under litigation. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to execute <br />such agreements and other documents as may be necessary to complete this transaction." <br /> <br />Ayes: Beamer, Gray, Oast, Webb, Johansen <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 80-368 -'~l'Consideration of an ordinance on first reading <br />Capital Improvements Fund for improvemenns to water and sewer <br />the~City~ <br /> <br />to appropriate $150,000 from the <br />distribution systems throughout <br /> <br /> This appropriation will provide funding for repairs and minor improvements to water trans- <br />mission and distribution mains, valves, and hydrants. This appropriation will also provide <br />replacement of all under size mains as well as small extension of water service for residences <br />on City streets where the service may not exist at the present t~me. The project will also <br />pzo¥id~for~eDairs and minor improvements to the waste water collection system as well as <br />small extensions of sewer service to those individual areas where it is not available. Fundin <br />for this project will be S100,000 from unallocated utility bond proceeds and $50,000 from <br />interest earned on previously issued utility bonds. The City Manager recommends adoption on <br />first reading. <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following ordinance was approved <br />on first reading, and by unanimous'vote. <br /> <br />"AN ORDINANCE TO APPROPRIATE $150,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />IMPROVEMENTS TO THE WAT~K~AND SEWER DISTRIBUTION SYSTEMS." <br /> <br />80-369 "Consideration of an ordinance closing a portion of Louisa Avenue. <br /> <br /> The City of Portsmouth has made application to close a segment of Louisa Avenue as part <br />of the construction for a replacement fire station for the Winchester Drive Fire Station. <br />Viewers were appointed on September 23, 1980 and a copy of their report is attached for your <br />information. The City Manager recommends adoption." <br /> <br /> On motion of Mr, Gray and seconded by Mrs. Webb, the following ordinance was ad~pted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE CLOSING A PORTION OF LOUISA AVENUE." <br /> <br />Ayes: Beamer, Gray, Oast, WBbb, Johansen <br />Nays: None <br /> <br /> 80-370 "Consideration of a resolution endorsing the Parks & Recreation Youth Conserva- <br />tion Corps' grant application for 1981. <br /> <br /> Under the guidelines for funding of the !Youth Conservation Corps program, the Commission <br />of Outdoor Recreation requires that the local governing body approve a resolution endorsing <br />the project as well as agreeing to the guidelines'established relative to the administration <br />of the program. The Youth Conservation Corps program has been one of the more beneficial <br />programs for the City of Portsmouth in the area of Parks and Recreation. Attached for your <br />information is a recap of some of the projects that have been completed by the Youth Conserva- <br />tion Corps program. Programs proposed for 1981 include the renovation of the Friendship <br />Garden Bridge at City Park as well as bulkheading of the lagoon at City Park to stop the cur- <br />rent erosion problem and elimination of a potential hazard. The City Manager recommends <br />adoption." <br /> <br /> On motion of Mrs. W~bb and seconded by Mr. Gray, the following resolution was adopted, <br />and by the following vote: <br /> <br /> <br />
