<br />At a regular meeting of the City Council held on October 14, 1980, there were present:

<br />J. E. Johansen, Ben A. Beamer, Sr., J. Robert Gray, Edward L. Oast, Jr.,
<br />Gloria O. Webb, Robert T. Williams, City Manager, Steven Lieverman, City Attorney.

<br /> Absent: Jack P. Barnes, Morton V. Whitlow

<br /> Rev. Vernon A. Battle, Pastor, Trinity Baptist Church,
<br /> Mayor Johansen welcomed all visitors in attendance.

<br /> Motion of Mr. Gray and seconded by Mrs. Webb, minutes
<br />23, 1980; minutes of the regular meeting of September 23,
<br />and was adopted by unanimous vote.

<br /> 80-342 - The following report was submitted by the City Manager on Noble Street:
<br />
<br /> "As you are aware, Mr. James Oliver appeared before City CoUncil on September 9, 1980
<br />requesting the extension of curbs and gutters along Noble Street where the Noble Street Baptis
<br />Church is presently providing curbs and gutters in compliance with the City's development
<br />ordinances. This area is listed as priority 25 on the City's curb and gutter priority list.
<br />Presently, we are working on the design of priorities 8 through 10.
<br />
<br /> While the suggestion offered by Mr. Oliver is constructive, it poses problems both in
<br />~olicy and budget. Obviously, to approge such a suggestion would be contrary to the City's
<br />adopted priority system. Secondly, there are no funds available to implement this suggestion,
<br />which is estimated to cost approximately $62,000. AS you are aware, several priorities in the
<br />top 10 are ready to proceed from a design standpoint and are awaiting their turn for funds.
<br />
<br /> A second point addressed by Mr. Oliver concerns the transition for automobiles from the
<br />wider curb-lined streets to the narrower ditch-lined streets. This is a v~lid concern. The
<br />City has many examples of this kind of transition. As a regular procedure, the City's Traffic
<br />Engineering Department marks such areas with reflective delineators which have Proven tO be ye
<br />satisfactory. This precaution will also be taken at the subject location.
<br />
<br /> Our investigation did reveal a small section (sixty feet) of Noble Street between Ports-
<br />mouth Boulevard and the existing curb to be missing curb. The provision of this missing curb
<br />would improve both drainage and traffic movement in this intersection. The cost, projected
<br />at less than $3,000, is recommended for funding from our limited "Hot Spots" program, which
<br />is designed %q address such minor improyements."

<br /> James Oliver, 30 Noble Street, spoke regarding the above report and Mr. Williams
<br />responsed to questions asked by Mr. Oliver.
<br />
<br /> Joseph Hinson, 46 Noble Street, inquired about installing curbs and gutters by the
<br />citizens.
<br />
<br /> James L. Wilder, 43 Noble Street, requested that the issue be given consideration and
<br />not be pushed"aside.
<br />
<br /> Motion of Mr. Oast and seconded by Mr. Gray, the report to be received as information,
<br />and was adopted by unanimous Vote.
<br />
<br /> 80-350 The following ordinance approved on first reading at the regular meeting of
<br />September 23, 1980, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $90,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />REPAIRS AND WATERPROOFING FOR THE CRAWFORD STREET PARKING GARAGE."
<br />
<br /> On motion of Mr. Beamer and seconded by Mr. Gray, the ordinance was adopted, and by the
<br />following vote:
<br />
<br /> Ayes: Beamer, Gray, Oast, Webb, Johansen
<br /> Nays: None

<br /> 80-35'7 '- "Consideration of an amendment of a resolution authorizing the City Manager to
<br />purchase surplUs water from the City of Suffolk during a draught-caused emergency; to sell
<br />water' to Suffolk under s~milar conditions."
<br />
<br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION EXTENDING THE CITY MANAGER'S AUTHORIZATION TO SELL SURPLUS
<br />WATER TO SUFFOLK UNDER CERTAIN TERMS AND CONDITIONS.
<br />
<br /> WHEREAS, the Council of the City of Portsmouth, Virginia, adopted a Resolution at a
<br />meeting held September 23, 1980, authorizing the City Manager to purchase surplus water from
<br />the City of Suffolk during draught-caused emergency and to sell water to Suffolk under simila~
<br />conditions; and
