<br /> 80-388 "Consideration of a resolution authorizing the City Manager to convey city-owned
<br />property located at Court Street and Crawford Parkway to Ms. Venable Whitlow.
<br />
<br /> The City has advertised and received bids on a lot located at Court Street and Crawford
<br />Parkway. The highest bid received for this property was for $19,500 by Dan E. Griffin as
<br />agent for Ms. Whitlow, for the purpose of constructing two 2 1/2 story duplex. The City has
<br />indicated that it would be willing to relocate the pipe line and water line if sufficient
<br />bid was received to justify the relocation. It is recommended that we accept the bid and
<br />proceed with the relocation of the utilities."

<br /> On motion of Mr. Oast and seconded by Mr. Gray, the following resolution was adopted,
<br />and by the following vote:
<br />
<br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY TO
<br /> MS. VENABLE WHITLOW (COURT STREET AND CRAWFORD PARKWAY).
<br />
<br /> WHEREAS, by motion adopted by the Council of the City of
<br />August 26, 1980, the City Manager was authorized to advertise
<br />sale of the hereinafter-described property; and
<br />
<br />Portsmouth, Virginia, on
<br />and receive bids for the
<br />
<br /> WHEREAS, the City Manager has caused the said property to be advertised in accordance
<br />with said authorization and the Code of the City of Portsmouth; and
<br />
<br /> WHEREAS, the City has received three (3) bids for the purchase of the hereinafter-
<br />described Froperty including the bid of Dam E. Griffin, as agent £or Ms. Venable Whitlow;
<br />which proposal offered to purchase said property for the sum of Nineteen Thousand, Five
<br />Hundred Dollars ($19,500.) for the construction of a two or two and one-half story duplex;
<br />and
<br />
<br /> WHEREAS, the Council finds, after due consideration, that the bid of Dan E. Griffin,
<br />on behalf of Ms. Venable Whitlow, complies fully with the terms of the City's advertisement
<br />and that the bid is the highest bid received and will permit the disposition of the property
<br />on terms most favorable to the City and it is deemed to be the best proposal for the purchase
<br />and use of the property; and
<br />
<br /> WHEREAS, said property is no longer needed by the City of Portsmouth and is declared
<br />be surplus.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is, authorized to convey the following described
<br />property to Ms. Venable Whitlow for the sum of Nineteen Thousand, Five Hundred Dollars
<br />($19,800.) subject to the conditions specified in the advertisement and the proposal tendered
<br />on behalf of Mrs. Whitlow dated October 16, 1980:

<br /> Ail that certain lot, piece or parcel of land, situate, lying and
<br />being in the City of Portsmouth, Virginia, bounded and described as
<br />follows:
<br />
<br /> Beginning at the southeast intersection of Crawford Parkway
<br />and Court Street; thence south along the east side of Court Street
<br />41'; thence east 117'; thence north 32' to the south side of Crawford
<br />Parkway; thence west along the south side of Crawford Parkway 117'
<br />to the Foint of Beginning.
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to
<br />execute all documents and complete all transactions incident to the conveyance of this
<br />property subject to the terms and conditions of the City's advertisement of this property
<br />and the proposal tendered on behalf of Mrs. Whitlow dated October 16, 1980.'

<br /> 80-389 - "Consideration of a resolution changing the regularly scheduled City Council
<br />meeting from November 11, 1980 to November 10, 1980.
<br />
<br /> Section 2-13 of the City Code of Portsmouth provides that November 11 is a legal
<br />holiday for all City employees. Based on this it ms recommended that the City Council
<br />meeting scheduled for November 11 be changed to November 10 at 7:30 p.m. The City Manager
<br />recommends adoption."
<br />
<br /> On mormon of Mr. Beamer and seconded by Mr. Gray, the following resolution was adopted,
<br />and by the following vote:
<br />
<br /> "A RESOLUTION CHANGING THE REGULARLY~ SCHEDULED CITY COUNCIL MEETING OF
<br /> NOVEMBER 11, 1980 TO NOVEMBER 10, 1980.
<br />
<br /> WHEREAS, Section 2-42 of the Code of the City of Portsmouth, 1973, as amended, provides
<br />that there shall be regular meetings of the City Council, unless otherwise provided by special
<br />resolution, beginning at 7:30 P. M. on the 2nd and 4th Tuesday in each month except in the
<br />month of December when the regular meeting shall be on the 2nd Tuesday; and
<br />
<br /> WHEREAS, in the month of November, 1980, the 2nd Tuesday of said month falls on
<br />November 11, 1980; and
