October 28, 1980 <br /> <br /> (a) That the use permit is issued to Sherman DeBerry Club, Inc. by Raymond L. <br />Ballard, President, and ~s not transferable to any other person or organization or to any <br />other premises or to any new structure erected on the premises and that any transfer of <br />such use permit must be recommended by the Planning Commission and approved by the City <br />Council. <br /> <br /> (b) That the use permit would be considered to be revoked if the Sherman DeBerry <br />Club, Inc. applies for or obtains a license permitting the sale of alcoholic beverages or <br />is found to be in violation of the law by permitting the sale of same without obtaining the <br />appropriate license.' <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 80-368 -The follo~$ng ordinance approve~t~n.-~i~s~ meading at the regular meeting of <br />October-14, t980, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $150,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />IMEROVEMENTS TO THE WATER AND SEWER DISTRIBUTION SYSTEMS." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />The follow~ng reports from the City Manager were presented: <br /> <br /> 80-386 - 'Consideratzon of an ordinance on first reading to appropriate ~t5,000 from <br />the Capital Improvements Fund for the purchase and installation of a traffic signal at the <br />intersection of Tyre Neck Road and Churchland Boulevard. <br /> <br /> This appropriatio~ will provide for the purchase and installation of a traffic light <br />at the intersectisn of Fyre Neck Road and Churchland Boulevard. Recent traffic counts have <br />indicated that for the past three years this intersection has had an above average increase <br />in traffic and has now reached the point that traffic signals are required. Much of the <br />increase can be attributed to the commercial development that has taken place in and around <br />this intersection; however, we have noted that the biggest increase over the past three <br />years, 52.6%, has been for southbound traffic on Tyre Neck Road. I have enclosed for your <br />information a copy of the Traffic Engineers report and traffic count for the intersection <br />which outlines the justification for this light. The funding for this project will be from <br />General Obligation bond proceeds which were included in previously authorized Capital Improve- <br />ments Programs for the purchase of traffic signals. The City Manager recommends adoption <br />on first reading." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Whitlow, the following ordinance was approved <br />on first reading, and by unanimous vote: - <br /> <br />'AN ORDINANCE TO APPROPRIATE $15,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE PURCHASE AND INSTALLATION OF A TRAFFIC SIGNAL AT THE INTERSECTION OF <br />TYRE NECK ROAD AND CHURCHLAND BOULEVARD." <br /> <br /> 80-387 "Consideration of an ordinance on first reading to appropriate $40,000 from <br />the Capital~ Impgovements Fund for minor renovation and repairs to the Obici House Sleepy <br />Hole Golf Course. ' <br /> <br /> This ordinance will provide the necessary funds to complete minor repairs and improvement~ <br />to the Obici House located a~ Sleepy Hole Golf Course. Conditions at the facility have <br />reached the point that small normal maintenance repairs are required in order to preserve <br />the integrity of the structure. This appropriation will fund the maintenance repairs as well <br />as make minor improvements so that the facility may be rented to public, civic and private <br />organizations for receptions, meetings, etc. $25,000 of this appropriation will be funded <br />from the 1980-81 Capital Improvements Program budget category for the construction of revenue <br />producing facilities. The remaining $15,000 will be funded from the 1979-80 Capital Improve- <br />ments Program which was earmarked for street trees and landscaping (total allocation for <br />this purpose was $30,000). Due to the unusual dry weather that we have been experiencing <br />the Department of Parks and Recreation has had to defer for a minimum of at least 6 months <br />the planting of trees and landscaping due to the lack of rainfall and the prohibition against <br />watering. Included for your information is a fact sheet on the Obici House which summarizes <br />the various improvements to be made as well as a brochure outlining the projected rental <br />fees for use of the facility when completed. We have noticed an increase in revenue from <br />golf fees at Sleepy Hole during the first three months of this fiscal year and in our opinion <br />the availability of this facility for golf outings, etc., will also assist in incre~smng <br />the revenue from golf fees as well as generate revenue for the use of the facility. The <br />City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $40,000 FROM THE CAPITAl IMPROVEMEN7 FUND FOR <br />MINOR RENOVATION AND REPAIRS TO THE OBISI HOUSE, SLEEPY HOLE GOLF COURSE." <br /> <br /> <br />
