<br /> 80-40S "Consideration of an ordinance to amend the City Code by adding to Chapter 2
<br />thereof, Article XIX, establishing the Portsmouth Manpower Commission.
<br />
<br /> This o.rdinance will create a Manpower Commission with its members being appointed by
<br />the City Council in lieu of the current Mayor's Advisory Commission which was established by
<br />resolution only and was not previously part of the City Code setting forth Boards and Com-
<br />missions. Since the City has been designated its own prime sponsor for Manpower it is recom-
<br />mended that the new commission be established by ordinance in order to ensure compliance with
<br />Department of Labor regulations. Also the ordinance will spell out categories in which
<br />members are to be appointed in accordance with Department of Labor requirements. A copy of
<br />the member groups as well as the persons currently serving in those groups is attached for
<br />your information. The City Manager recommends adoption."

<br /> On motion of Mr. Oast, and seconded by Mr. Barnes, the follow~ng ordinance was adopted
<br />on first and final reading, and by the following vote:

<br />Procedures for EEO/AAActivities for the third quarter of 1980.

<br /> Included in this report is a departmental break down of the employee selections for the
<br />last quarter as well as a comparison between June 1979 versus June 1980 taken from the EEO-4
<br />reports by Federal category."

<br />The first meeting of the Commission will be held at 4:30 p.m. on November 12, 1980.

<br /> 80-411 The City Manager submitted the following legislative proposals for the
<br />Hampton Roads Area Committee:
<br />
<br />I. EDUCATION
<br />
<br />1. Full funding of state mandated standards of quality for public education;
<br /> endorse Department of Education proposed 81-82 S.O.Q. of $1373 per pupil.
<br />2. Establishment of General Assembly to review school aid formula factors such
<br /> as loss of enrollment, and to study the composite index and those items
<br /> which comprise it.
<br />3. Pupil/teacher ratio should be frozen until study is complete.
<br />4. Sales tax returns should be based on the preceeding calendar year rather
<br /> than the current law which establishes the current year for sales tax.
