Environmental Protection Agency of our award <br />for Phase I of Step III Federal grant for the construction of waste water treatment improve- <br />ments for $6,000,000. This appropriation will provide the necessary funds for Phase I of the <br />Step III grant to upgrade the Pinners Point Sewage Treatment Plant. Funding for the total <br />appropriation includes $6,000,000 from EPA, $1,075,000 from the Federal facilities (U.S. Navy) <br />share and $2,000,000 local share. The City's local share was included in the Public Utility <br />bond issue anJ will be funded from Public Utility bond proceeds. The City Manager recommends <br />adoption on first reading." <br /> <br /> On motion of Mrs, l~ebb and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $9,075,000 FROM THE CAPITAL IMPROVEMENT FUND <br /> FOR STEP III OF THE PINNERS POINT SEWAGE TREATMENT PROJECT.' <br /> <br /> 80-401 "Consideration of an ordinance on first reading to appropriate $50,000 from <br />the Capital Improvements Fund for Hot Spot drainge and curb and gutter 'projects. <br /> <br /> This ordinance appropriates $50,000 earmarked in the 1979-80 Capital Improvements Progra: <br />for Hot Spot drainage and curb and gutter projects throughout the City. The purpose of this <br />program zs to make minor improvements and repairs in the area of curbs and gutters and drain- <br />age for those projects considered minor in nature and can be accomplished with minimum funding <br />The first project to be undertaken will be $3,000 approved at your previous meeting for a smal <br />amount of curb and gutter and a minimum amount of street widening at the Noble Street Baptist <br />Church. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $50,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />"HOT SPOT" DRAINAGE, CURB AND GUTTER PROJECTS." <br /> <br /> 80-402 - "Consideration <br />Capital Improvements Fund for <br />Boulevard. <br /> <br />of an ordinance on <br />additional unding <br /> <br />first reading to appropriate $35,000 from thef <br />required for the new animal shelter on Fredsri[k <br /> <br /> The City had previously appropriated $75,000 for funding improvements and enlarging <br />of the Portsmouth Humane Society's Animal Shelter located on Frederick Boulevard. The Humane <br />Society has conducted a very exhaustive fund raising campaign and are approximately $35,000 <br />short in the required funding for the construction contract. This appropriation will bring <br />the total authorized for the animal shelter to $110,000. The City Manager recommends adoption <br />on first reading subject to a completed contractual agreement between the City and the Humane <br />Society for use of the facility for the next 20 years. It is anticipated that the contract <br />will be completed for your review prior to second reading." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $35,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ADDITIONAL FUNDING REpUIRED FOR THE CONSTRUCTION OF THE NEW ANIS~L SHELTER <br />ON FREDERICK BOULEVARD." <br /> <br />80-403 'lConsideration of an ordinanze closing a portion of Hamilton Avenue. <br /> <br /> Ronald C. Anthony has made application to close a portion of Hamilton Avenue. Viewers <br />were appointed on October 14, 1980. A cop)- of their report and a map showing the portion <br />of Hamilton Avenue to be closed is attached for your information. The City Manager recommends <br />adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following ordinance was adopted <br />on first and final reading, and by the following ~ote: <br /> <br />"AN ORDINANCE CLOSING A PORTION OF HAMILTON AVENUE." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 80-404 - "Consideration of an ordinance to amend Section 2-230 and 2-231 of the City <br />Coda pertaining to the Portsmouth Cable Television Commission. <br /> <br /> In 1974 the Portsmouth Cable Television Commission was established to make a study of <br />cable television with regard to construction of such a system in the City of Portsmouth and <br />to monitor the construction and operation of the cable television franchise. Construction <br />of the system is substantially complete and the Commission's role in the future will primarily <br />be in monitoring the operation of the franchise. This amendment restructures the membership <br />of the commission similar.to other City commissions by removing the City Manager, the City <br />Attorney, and the Superintendent of Schools as voting members. The City Manager recommends <br />adoption." <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Barnes, to adoFt the ordinance on first and <br />final reading. <br /> <br /> Substitute motion of Mr. Oast and seconded by Mrs. Webb, to defer the matter until <br />the meeting of November 25, 1980, and was adopted by unanimous vote. <br /> <br /> <br />
