November 10, 1980 <br /> <br />II. BENEFI'TS <br /> <br />III. <br /> <br /> t. Repeal or appoint committee to continue study of the effect of the Heart/Lung <br /> Bill on retirements. This was to be includsd in a study of the overall Workmens' <br /> Compensation Program. <br />2. The City of Portsmouth is currently paying for certain employee benefits of <br /> constitutional officers. This includes: Blue Cross/Blue Shield, life insurance, <br /> unemployment compensation, and workmen's compensation. This should be a state <br /> cost since the state has now assumed all or a portion of the salaries for these <br /> category of personnel. Benefits should be paid accordingly. <br /> <br />AID TO LOCALITIES <br /> <br />1. Under HB 599, cities are now reimbursed for the cost of certain state funded <br /> offices. This means that a locality must show these expenditures in its <br /> budget, and must have the funds available for payment until reimbursement takes <br /> place. We urge direct state payments in lieu of this reimbursement procedure <br /> which is ~o burdensome to localities. <br />2. Localities are currently bearing 100% of the cost for juvenile detention and <br /> group homes. We strongly urge state participation of at least 50% of these <br /> COSTS. <br /> <br />IV. STREETS AND HIGHWAYS <br /> <br />Clarification of the state code is needed with regard to the requirement that <br />localities be permitted to require developers of land to pay pro-rata share <br />of the costs of providing reasonable and necessary roads adjacent to the <br />property being developed. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that the proposals as presented by the <br />City Manager be forwarded to the Hampton Roads Area Committee and was adopted by unanimous <br />vote. ' <br /> <br /> 80-412 Motion of Mr. Beamer and seconded by Mr. <br />for the purpose of discussing the following: <br /> <br />(A) LEGAL MATTERS <br /> <br />Gray, to go into <br /> <br />an executive session <br /> <br />(1) Litigation <br />(2) Contract <br /> <br />(B) PERSONNEl <br /> <br />(1) A Personnel Matter <br /> <br />(C) BOARDS AND COMMISSIONS <br /> <br />Motion was adopted by unanimous vote. <br /> <br />On motion meeting adjourned. <br />APPROVED - ~ <br /> <br />City Clerk d~z~~/ ~ <br /> <br /> <br />
