November 10, 1980 <br /> <br />At a <br /> <br /> regular meeting of the City Council held on November 10, 1980, there were present: <br /> <br />J, E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr., J. Robert Gray, Edward L. <br />Oast, Jr., Gloria O. Webb, Morton V. Whitlow, Robert T. Williams, City Manager, <br />Steven Lieberman, City Attorney. <br /> <br /> Vice Mayor Ben A~ Beamer, Sr., Pastor, Ebenezer Baptist Church, <br />prayer, followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Johansen welcomed all visitors in attendance. <br /> <br />28, <br />was <br /> <br />opened the meeting with <br /> <br />Portsmouth from the STOP Organization, Norfolk, <br />Celebration, with the following inscription: <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, minutes of the called meeting of October <br />1980; minutes of the regular meeting of October 28, 1980 to be approved as received, and <br />adopted by unanimous vole. <br /> 80~398 Vice Mayor Beamer presented plaque that he received on behalf of the City of <br /> Virginia, on November 7, 1980, %Sth Anniversa: <br /> <br />"For Generous Support Of Programs Designed To Help People Help Themselves Through <br />Community Action" <br /> <br />UNFINISHED BUSINESS <br /> <br /> 80-362 The following zoning petition deferred from the meeting of October 28, 1980, <br />was taken up and read: <br /> <br />(d) Z 80-13 Petition of Vernon Wilkins. <br /> <br /> The following letter was received from Richard W. Stephenson, Jr., Attorney for the <br />petitioner: <br /> <br />"Re': Zoning petition of Vernon Wilkins <br /> <br />Dear Mr. Lieberman: <br /> <br /> I have talked with my clients concerning Mr. Wilkin's rezoning petition, and they <br />have decided to request that the City Council not act on said petition and hereby withdraw <br />the request to rezone the property on Frederick Boulevard-from M-1 to C-i." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, to concur with the request, and Z 80z15 <br />was withdrawn by unanimous vote. <br /> <br /> 80-362 The following zoning petition deferred from the Public Hearing of October 13, <br />1980, was taken up and read: <br /> <br />(i) 2 80-18 Petition of the City Planning Commission. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, to concur and adopt the proposal to <br />place the Colony Theatre building in the Historic District. <br /> Substitute <br /> /Motion of Mr. Barnes and seconded by Mrs. Webb, to concur with the Planning Commission. <br /> <br /> Substitute motion of Mrs. Webb and seconded by Mr. Beamer, the petition to be referred <br />back to the Planning Comm~ission, and was adopted by 6-1(Nay-Whitlow)vote. <br /> <br /> 80-386 The .following ordinance approved on first reading at the regular meeting of <br />October 28, 1980, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />PURCHASE AND INSTALLATION OF A TP~AFFIC SIGNAL AT THE INTERSECTION OF TYRE NECK <br />ROAD AND CHURCHLAND BOULEVARD.' <br /> <br /> On motinn of Mr. Beamer and seconded by Mrs. Webb, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 80-387 The following ordinance approved on first reading at the regular meeting of <br />October 28, 1980, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $40,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />MINOR RENOVATION AND REPAIRS TO THE OBICI HOUSE, SLEEPY HOLE GOLF COURSE." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Barnes, <br />the following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, <br />Nays: None <br /> <br />the ordinance was <br />Whitlow, Johansen <br /> <br />adopted, and by <br /> <br /> The following reports from the City Manager were presented: <br /> <br /> 80-400 - "Consideration of an ordinance on first reading to <br />for Step III of the Pinners Point Sewage Treatment Project. <br /> <br />appropriate <br /> <br />$9,075,000 <br /> <br /> <br />
