December 8, 1980 <br /> <br />(g) Zoning Petition Z 80-29 Petition of Kenneth Lindsey, Contract Owner. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Oast, to concur in the recommendation of the <br />Planning Commission, Zoning Petition Z 80-29 was denied, and by the following vote: <br /> <br />Ayes: Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />(h) Zoning Petition Z 80-15 Petition of the City Planning Commission. <br /> <br /> The following proffer was submitted by Gordon Tayloe, Attorney, representing the <br />Homer Armistead Estate~ <br /> <br />"Any proposed development will consist of a maximum of 103 duplexes and townhouses £or <br />sa'lo, to be sold as individual parcels, designated on a subdivision plat approved by the <br />Planning Commission of the City of Portsmouth. The various requirements for R-75 shall <br />be met." <br /> <br /> Gordon Tayloe introduced Consultant, John A. Anderfuren, <br />a presentation for the Homer Armistead Estate. and presented <br />with the project. (See Exhibit 80~438 Z 80-15) <br /> <br />of Anderfuren ~ Co., who made <br />material dealings specifically <br /> <br /> Mr. Tayloe spoke for the Homer Armistead Estates and against the Planning Commission's <br />recommendation. <br /> <br /> Motion of Mr. Oast and seconded by Mrs. Webb, to suspend the rule for Bob Stell, <br />President of Churchland West Civic League, to speak and was adopted by unanimous vote. <br /> <br /> Mr. Stell endorsed the Planning Commission's unanimous recommendation that the land <br />be zoned R-100 to comply with adopted Land Use Plan of 1980. (See Petition Exhibit 80-438) <br /> <br /> Motion of Mr. Gray and seconded by Mr. ~ast, to suspend the rule for the opposition to <br />sFeak, and was adopted by unanimous vote. <br /> <br /> Mr. John Anderfuren referred to some questions raised by Mrs-Stett <br />children involved, size of dwellings, recreation, price range, drainage <br />traffic flow going through Armistead Forest. <br /> <br />such as study of <br />and additional <br /> <br /> Motion of Mr. Oast and seconded by Mr. Beamer, to suspend the rule for Mr. Tayloe to <br />answer questions, and was adopted by unanimous vote. <br /> <br /> Mr. Whitlow referred the following to Mr. Tayloe I understand that the you intend to <br />go forward with the development of these townhouses at this point and time. <br /> <br /> Mr Tayloe responded that is correct and the reason why we have been trymng very desper- <br />ately to work with the city is because we would like to do this not under a gun-time limita- <br />tions; we would like to do this being able to work with the City of Suffolk, City of Chesapea~ <br />City of Portsmouth and the Highway Department. <br /> <br /> Motion of Mr. O~st and seconded by Mr. Gray, the petition to be referred back with <br />direction for the Planning Commission to withdraw their application, and was adopted by <br />unanimous vote. <br /> <br />(i) Use Permit UP 80-13 - Petition of Delmas E. 8 Nona G.
