December 8~ 1980 <br /> <br />(1) Use Permit UP 80-16 Petition of William Lee Goldsticher, by Pastor Jesse A. <br /> DeBraux, Sr. <br /> <br />Pastor Jesse A. DeBraux, 713 King Arthur Drive, Chesapeake, spoke for the petition. <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, to concur in the recommendation of <br />the Planning Commission, UP 80-16 was approved on first reading, and by unanimous vote. <br /> <br />(m) Use Permit UP 80.~17-Petition of Eva N. Foggie, by Bishop Otis Nixon. <br /> <br /> On motion of Mr. Oast and seconded by Mr. Gray, to concur in the recommendation of <br />the Planning Commission, UP 80-17 was approved on first reading, and by unanimous vote. <br /> <br />(n) PEACHTREE PLANNED UNIT DEVELOPMENT, PUD-72-1, LAND USE CHANGE. <br /> <br /> Jim Bickford, P. O. Box 6358, Portsmouth, Builder who sponsored the petition initially <br />and i~troduced Ben Levy, Owner of the property. <br /> <br /> Mr. Levy spoke concerning the change of PUD-72-1, substituting residential for <br />commercial. <br /> <br /> Mr. Bickford spoke on his knowledge of building houses in the Churchland area and the <br />townhouses to be built would be compatible of the homes in the area~ <br /> <br /> Bob Stell, 3717 Red Barn Road, President of West Churchland Civic League, spoke in <br />opposition of the land use change and that the West Churchland Civic League was in agreement <br />with the Planning Commission's decision. (See Exhibit 80-438) <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Beamer, to suspend the rule for Mr. Levy to <br />speak again, and was adopted by unanimous vote. <br /> <br />Mr. Levy spoke concerning the stores a~ailable in the area. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer, to suspend the rule for Mr. Stell to <br />speak again, and was adopted by unanimous vote. <br /> <br />Mr. Stell spoke concerning the changes that will be made by the Western Freeway. <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, that Peachtree Planned Unit Development <br />PUD-72-1, Land Use Change (4 acre site) be approved and was adopted by the following vote: <br /> <br />Ayes: Beamer, Gray, Webb, Whitlow <br />Nays: Oast, Johansen <br /> <br />A CITY CODE SUBDIVISION ORDINANCE AMENDMENT TO REDEFINE THE TERM "RESUBDIVISION" <br />AMD TO AUTHORIZE APPROVAL AND RECORDATION OF CERTAIN PLATS WHICH ADDRESS AREAS <br />SUBDIVIDED PRIOR TO ENACTMENT OF LAND SUBDIVISION REGULATIONS BY PORTSMOUTH OR <br />NORFOLK COUNTY. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that the matter to be deferred to the <br />next meeting (January 13, 1981), and was adopted by unanimous vote. <br /> <br /> 80-439 Motion of Mr, Oast and seconded by Mrs. Webb, to meet in an executive session <br />at 6:00 p.m. on Tuesday, December 9, 1980, to discuss the following, and was adopted by un- <br />animous vote: <br /> <br />(A) USE OF PUBLIC PROPERTY <br /> <br />(1) Proposed Public Improvements <br />(2) Proposed Acquisition and Sale <br />(3) Industrial Development <br />(4) Water£Aon~ Development <br /> <br />of Propergy <br /> <br />(B) LEGAL MATTERS <br /> <br />(1) Legal Consultation, Briefing & Discussion <br /> <br />(C) PERSONNEL <br /> <br />(1) A Personnel Matter <br /> <br />(D) BOARDS AND COMMISSIONS <br /> <br /> (1) Board of Architectural Review <br /> (2) Board of Examination of Plumbers <br /> (3) Community Services Board <br /> (4) Industrial Development Authority <br /> (5) Juvenile g Domestic Relations Court <br /> (6) Mosquito Control Commission <br /> (7) Museum g Fine Arts Commission <br /> (8) Planning Commission <br /> (9) Port f Industrial Commission <br />(10) Transnortation Safety Commission <br /> <br />Advisory Council <br /> <br /> <br />
