S. Coast <br />originally purhased from GSA. <br /> <br /> The Portsmouth ~-~-mnd-~nd~'s.~rial Commission has requested an option on the <br />portion of the Coast Guard Base for a period of 6 months; subject to an appraisal to determin, <br />value and submission of final plans for the proposed use. The Portsmouth Redevelopment and <br />Housing Authority at its meeting last Tuesday granted an option to the Portsmouth~R~r.t~a~d <br />%ndus~iat.~.Commission for the backup land around the former Coast Guard Base that PRHA now <br />has zn their ownership. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, the following resolutian was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO GRANT AN OPTION TO THE PORTSMOUTH <br /> PORT AND INDUSTRIAL COMMISSION OF THE CITY OF PORTS]~OUTH TO PURCHASE THE FORMER <br /> U. S. COAST GUARD BASE ON FIRST STREET; CONDITIONS OF OPTION. <br /> <br /> WHEREAS, the City of Portsmouth purchased the former U. S. Coast Guard Base on First <br />Street from the General Services Administration of the United States by deed recorded in the <br />Clerk's Office of the Circuit Court of the City of Portsmouth, Virginia, in Deed Book 726, <br /> <br />Page 617; and <br /> <br /> WHEREAS, after due consideration, it <br />can be developed to its highest potential <br />of the City of Portsmouth; and <br /> <br /> WHEREAS, pursuant to ~2.09(c) of <br />· s permitted to convey an interest in <br />political subdivision thereof without <br /> <br />is the opinion of the Council that said property <br />through the Pcrtsmouth Port And Industrial Commissi~ <br /> <br />the Charter of the City of Portsmouth, Virginia, the Ci~ <br />real property to the Commonwealth of Virginia or a <br />public advertisement; and <br /> <br /> WHEREAS, the Portsmouth Port And Industrial Commission of the City <br />political subdivision of the Commonwealth of Virginia. <br /> <br />of Portsmouth xs a <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager be, and he hereby is, authorized to grant an option to the Portsmouth Port <br />And Industrial Commission of the City of Portsmouth to purchase the former U. S. Coast Guard <br />Base on First Street subject to the following conditions being successfully completed: <br /> <br /> 1. That the Portsmouth Port And Industrial Commission of the City of Portsmouth produce <br />a development plan for the property including the back-up land on the west side of First <br />Street for development by private industry; said plan to be acceptable to the City Council. <br /> <br /> 2. That the Portsmouth Port And Industrial Commission of the City of Portsmouth produce <br />a current appraisal by an independent appraiser of the subject property as of the time of <br />submission of the development plan for approval. <br /> <br /> 3. That the Portsmouth Port And Industrial Commission of the City of Portsmouth submit <br />an offer to purchase the subject property for a price and upon such terms and conditions <br />mutually agreed to by said Authority and the City Council. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to execute <br />such documents as may be.necessary to complete this transaction." <br /> <br />Ayes: Barnes, Bea~er, Gray, Oast, W~bb, Whitlow, Johansen <br />Nays: None <br /> <br /> <br />
