December 9~ 1980 the Portsmouth Redevelopment And Housing Authority for the purpose of disposing of same to private developer for the development thereof of the proposed townhouse project: All that certain lot, piece or parcel of land, situate, lying and being in the City of Portsmouth, Virginia, bounded and described as follows: Beginning at a point which is the sout~es~t ~ntersection of Crawford Parkway and Dinwiddie Street and from said point running S 3° 41' ~7" east i35.97' to a point; thence 87° 2~' 50" west 99.87' to a point; thence S 3° 41' 47" ~ast 179.93' to a point; thence S $7° 05' 17" west 260.31' to a point on the east right-of-way of Washington Street; thence along the east right-of-way of Washington Stree~N 5~ 27' 23" wes~ 148.51' to a point; thence N 86° 32' 37" east 90.00' to a point; thence N 3° 27' 23" west 93.48' to a point on the southern ~ight-of-way of Crawford ~Parkway; thence along the southern right-o~wayof Crawford Parkway S 87© 05' east 270.51' to the Point of Beginning. BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to comple~ all~ansections~d~exeeutea~t docume~ts~r~cidentto such~conditions sta~ed herein." S. Coast originally purhased from GSA. The Portsmouth ~-~-mnd-~nd~'s.~rial Commission has requested an option on the portion of the Coast Guard Base for a period of 6 months; subject to an appraisal to determin, value and submission of final plans for the proposed use. The Portsmouth Redevelopment and Housing Authority at its meeting last Tuesday granted an option to the Portsmouth~R~r.t~a~d %ndus~iat.~.Commission for the backup land around the former Coast Guard Base that PRHA now has zn their ownership. The City Manager recommends adoption." On motion of Mr. Beamer and seconded by Mr. Gray, the following resolutian was adopted, and by the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO GRANT AN OPTION TO THE PORTSMOUTH PORT AND INDUSTRIAL COMMISSION OF THE CITY OF PORTS]~OUTH TO PURCHASE THE FORMER U. S. COAST GUARD BASE ON FIRST STREET; CONDITIONS OF OPTION. WHEREAS, the City of Portsmouth purchased the former U. S. Coast Guard Base on First Street from the General Services Administration of the United States by deed recorded in the Clerk's Office of the Circuit Court of the City of Portsmouth, Virginia, in Deed Book 726, Page 617; and WHEREAS, after due consideration, it can be developed to its highest potential of the City of Portsmouth; and WHEREAS, pursuant to ~2.09(c) of · s permitted to convey an interest in political subdivision thereof without is the opinion of the Council that said property through the Pcrtsmouth Port And Industrial Commissi~ the Charter of the City of Portsmouth, Virginia, the Ci~ real property to the Commonwealth of Virginia or a public advertisement; and WHEREAS, the Portsmouth Port And Industrial Commission of the City political subdivision of the Commonwealth of Virginia. of Portsmouth xs a NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to grant an option to the Portsmouth Port And Industrial Commission of the City of Portsmouth to purchase the former U. S. Coast Guard Base on First Street subject to the following conditions being successfully completed: 1. That the Portsmouth Port And Industrial Commission of the City of Portsmouth produce a development plan for the property including the back-up land on the west side of First Street for development by private industry; said plan to be acceptable to the City Council. 2. That the Portsmouth Port And Industrial Commission of the City of Portsmouth produce a current appraisal by an independent appraiser of the subject property as of the time of submission of the development plan for approval. 3. That the Portsmouth Port And Industrial Commission of the City of Portsmouth submit an offer to purchase the subject property for a price and upon such terms and conditions mutually agreed to by said Authority and the City Council. BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to execute such documents as may be.necessary to complete this transaction."
