December 9~ 1980 <br /> <br /> "Consideration of a motion authorizing the City Manager to enter into a <br />Langley & McDonald for engineering work on the bulkhead.~' <br /> <br /> On motion of Mr. Oast and seconded by Mr. Gray, the following ordinance <br />first reading, and by unanimous vote: <br /> <br />contract with <br />was approved on <br /> <br /> "AN ORDINANCE TO APPROPRIATE $22,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> ENGINEERING AND DESIGN COSTSFOR RE~IRS TO THE WATERFRONT BULKHEAD, PHASE III." <br /> <br />Motion of Mr. Gray and seconded by Mr. Beamer, that the City Manager be authorized to <br />enterrinto a contract with Langley & McDonald, as requested, and was adopted by unanimous vote <br /> <br /> 80-448 "Consideration of an ordinance to amend Chapter 38 of the City Code to provide <br />for an emergency surcharge for water and sewage disposal services. <br /> <br /> This ordinance will establish by City Code a surcharge for water and sewage fees effectiv <br />with all meter readings and billings on or after January 1, 1981~ The recommended surcharge <br />to be effective on January l, is 24~ per 1,000 gallons for water and 12¢ per 1,000 gallons <br />for sewer maintenance fees. Due to the 1980 drought, pumpage has dropped from 21.2 to 15.6 <br />million gallons per day. The recommended surcharge will result in an increase from 60¢ to 84~ <br />per 1,000 gallons in water rates and an increase in sewer maintenance fees from 32¢ to 44¢ per <br />1,000 gallons. This surcharge is necessary to cover projected losses based on present consumpt <br />Revenues collected through November 30, 1980, were based on consumptions prior to mandatory <br />conservation and were in line with budget estimates prior to the effects of the drought. The developer will pay the full assessed <br />va~ue for the property $124,650, for the purpose of building 33 townhomes for sale. The <br />estimated development cost for the project is $2.8 million, which will provide an estimated <br />$32,000 in real estate taxes upon completion. The City Manager recommends adoption." <br /> <br /> On motion~of Mr. Oast and seconded by Mr. Barnes, the following resolution was adoptgd, <br />and by the following vote: <br /> <br />'*A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY TO THE <br />PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY (CRAWFORD PARKWAY AND WASHINGTON <br />STREET, OLDE TOWNE PROJECT, BLOCK 16, PARCEL 1). <br /> <br />WHEREAS, the Council of the City <br />held August 26, 1980 and September 23, <br /> be surplus; and <br /> <br />of Portsmouth, Virginia, adopted Resolutions at meetings <br />1980, declaring the hereinafter-described property to <br /> <br /> WHEREAS, said Resolutions authorized the City Manager to convey said property to the <br />Portsmouth Redevelopment And Housing Authority for the purpose of negotiating the development <br />thersof with a private developer for a proposed townhouse project and the sale thereof for the <br />stated assessed value of the property of One Hundred Twenty Four Thousand, Six Hundred <br />Forty Dollars ($124,640.); and <br /> <br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority has presented to the City <br />Manager a contract for the purchase of said property by a developer for the stated assessed <br />value of the property of One Hundred Twenty Four Thousand, Six Hundred Forty Dollars ($124,640. <br />which plan of development is acceptable to the Council of the City of Portsmouth, Virginia; ant <br /> <br /> WHEREAS, F2.O9 of the Charter of the City of Portsmouth provides that the City may convey <br />property to the Commonwealth of Virginia or any political subdivision thereof without advertis~ <br />ment and without receiving bids; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority is a political subdivision <br />of the Commonwealth of Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESCLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager be, and he hereby ~s, authorized to convey the following described property <br /> <br /> <br />
