173 <br /> <br />December 9, 1980 <br /> <br /> 80-448 "Cansideration of a resolution authorizing the City Manager to convey portions <br />of tbs former Seaboard Coast LineRailway Company~right-of-way to the Portsmouth Redevelopment <br />and Housing Authority. <br /> <br /> In 1978~ the City of Portsmouth purchased the abandoned r~ght-of-way of the Seaboard <br />Coast Line Railway Company extending from the western branch?e~thm~Etiz~bet~ River~.to Mount <br />Vernon Avenue. Since that date the City has determined that certain portions of the property <br />would be required for improvement of streets, public utilities, and other public purposes; and <br />that the property not required for public purposes would be disposed of to encourage the re- <br />development and reuse of such property, the Portsmouth Redevelopment and Housing Authority <br />was established to acquire property and make it avail, able to private enterprise for redevel- <br />and reuse. Th~s~r-e~ul~i'o~e~a~omiz~s~ the City Manager to convey those portions of the right- <br />of-way not requi~ed for public purposes to PRHA for the purpose of disposing of the excess <br />property for redevelopment and reuse. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution was Rdop~ed, <br />and by the following vo~e: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY PORTIONS OF THE FORMER <br />SEABOARD COAST LINE RAILWAY COMPANY RIGHT-OF-WAY TO PORTSMOUTH REDEVELOPMENT <br />AND HOUSING AUTHORITY. <br /> <br /> WHEREAS, by deed dated November 27, 1978, recorded in the Clerk's Office of the Circuit <br />Court of the City of Portsmouth, Firginia, ~n Deed Book 750, Page 353, the City of Portsmouth <br />purchased the abandoned right-of-way of Seaboard Coast Line Railway Company extending from the <br />Western Branch of the Elizabeth River to Mount Vernon Avenue; and <br /> <br /> WHEREAS, the Council of the City of <br />the property thus purchased are required <br />for other public purposes; and <br /> <br />Portsmouth has determined that certain portions of <br />for improvement of streets, public utilities, and <br /> <br /> WHEREAS, the remainder of the property thus purchased is no longer required for public <br />purposes and is hereby declared to be excess; and <br /> <br /> WHEREAS, Portsmouth Redevelopment And Housing Authority was established to acquire <br />property and to encourage the re-development and reuse of such property by making same avail- <br />able to private enterprise for development; and <br /> <br /> WHEREAS, pursuant to §2~09(c) of the Charter, of the City <br />may convey real property to the Commonwealth of Virginia or a <br />without public advertisement; and <br /> <br />of Portsmouth, Virginia, the <br />political subdivision thereof <br /> <br /> WHEREAS, Portsmouth Redevelopment & Housing Authority is a political subdivision of <br />the Commonwealth of Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager be, and he hereby is, authorized to convey portions of the former Seaboard <br />Coast Line Railway Company right-of-way to Portsmouth Redevelopment & Housing Authority for <br />the purpose of disposing of said excess property. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to execute <br />such deeds and other documents as may be necessary to complete said transactions." <br /> <br />Ayes: Barnes, ~ea~e~r, Gra~, Oast, Webb, Whitlow, Johansen <br />Neys: None <br /> <br /> 80-449 - "Consideration of a resolution accepting the conveyance of 28 acres, more or <br />less, for the purpose of industrial development by the City of Portsmouth. ~ <br /> <br /> Jean McLean Davis has offered 28 acres of industrially zoned property off Frederick <br />Boulevard to the City in connection with its industrial development program. This resolution <br />accepts the donation of the approximately 28 acres for future industrial use by the City of <br />Portsmouth. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A=RESOLUTION ACCEPTING AS A GIFT FROM JEAN McLEAN DAVIS THE CONVEYANCE OF <br />28.0 ACRES OF LAND, MORE OR LESS. <br /> <br /> WHEREAS, Jean McLean Davis owns a certain parcel of undeveloped land located in the <br />City of POrtsmouth, Virginia, which she wishes to give and convey to the City of Portsmouth, <br />in memory of her late father, George T. McLean, for the benefit of the City of Portsmouth and <br />its citizens; and <br /> <br /> WHEREAS, at the request of the <br />the value of Two Hundred Ninety-four Thousand Dollars ($294,000.), which is <br />the present fair market value of said property; and <br /> <br />City of Portsmouth said property was recently appraised at <br /> believed to repres~ <br /> <br /> WHEREAS, the Council of the City of Portsmouth has determined that the <br />property will be beneficial to the City of Portsmouth and its citizens. <br /> <br />acquisition of sai¢ <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City Of Portsmouth, Virginia, that <br />the City of Portsmouth shall, and does hereby accept with deep gratitude, as a gift from <br /> <br /> <br />
