November 23, 1999 <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to transfer $167,028 <br />from the Grants Contingency Fund to upgrade the City's E-911 systems to accept <br />wireless calls, and was adopted by the following: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />99 - 256 - Adoption of a motion to transfer an additional $168,847 from the Grants <br />Contingency Fund to support the Portsmouth Community Corrections and Pretrial <br />Services Program. <br /> <br />The Department of Criminal Justice Services has made available additional <br />monies to fund pretrial services. These funds will allow the Community <br />Corrections Program to provide alternatives to incarceration in the City jail. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer an additional $168,847 from the Grants Contingency <br />Fund to support the Portsmouth Community Corrections and Pretrial Services Program. <br /> <br />Purpose and Need: <br /> <br />· The Department of Criminal Justice Services has made available additional monies <br />to fund pretrial services for the City of Portsmouth in addition to the $225,892 in State <br />General Funds awarded and approved by this City Council last June. The total award is <br />now $394,739. <br /> <br />· The Community Corrections Program provides a comprehensive array of alternative <br />sanctions to the local courts. These services are alternatives to incarceration in the city <br />jail. Services include: probation, community services, restitution, substance abuse <br />testing, treatment, anger management and conflict resolution, financial responsibility, <br />educational services, and record check reports. <br /> <br />· With this funding the program will now be able to provide comprehensive <br />background checks on defendants admitted to bail but not released due to financial <br />hardship as well as pretrial supervision services to defendants referred by the courts. <br />These additional services will be implemented in December 1999. <br /> <br />· Community Corrections provided services to 464 new offenders between July 1, <br />1998 and May 31, 1999. <br /> <br />Financial Impact: <br /> <br />· There is no local match required. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to transfer an additional <br />$168,847 from the Grants Contingency Fund to support the Portsmouth Community <br />Corrections and Pretrial Services Program, and was adopted by the following: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />99 - 257 - Mr. Griffin offered the following nominations for the following Boards and <br />Commissions: <br /> <br />PLANNING COUNCIL <br /> <br />Cameron C.
