November 23, 1999 <br /> <br />Financial Impact: <br /> <br />· Property will be sold for $25,000 to the Church by PRHA, and that money will be <br />returned to the City. <br /> <br />· The property will remain tax exempt. <br /> <br />1. Johnny Watts, 5005 Johnson Avenue, spoke in favor of resolution. <br /> <br />2. Hank Fallon, 341 Park Manor Road, spoke in opposition of resolution. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY A PARCEL OF <br />PROPERTY AT WOODROW WILSON HIGH SCHOOL TO PORTSMOUTH <br />REDEVELOPMENT AND HOUSING AUTHORITY. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to convey to Portsmouth Redevelopment <br />and Housing Authority a parcel of land located at the site of Woodrow Wilson High <br />School, said land being described as follows, to-wit: <br /> <br /> All that certain piece or parcel of land situate in the City of Portsmouth, <br />Virginia, being shown as 0.5726 AC., or 24,944, S.F., as shown on that certain plat <br />entitled:" PLAT SHOWING PROPERTY TO BE CONVEYED TO WEST PARK <br />CHURCH OF CHRIST, PORTSMOUTH, VIRGINIA", dated December 22, 1998, made <br />by Stephen I. Boone & Associates, P.C., Land Surveyors, Portsmouth, Virginia, which <br />said plat is to be recorded simultaneously herewith, and to which reference made be <br />made for a more particular description. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is authorized to execute <br />such deeds, plats or other documents as may be necessary to implement the intent of <br />this resolution, and to condition and restrict the use of the property in such manner as <br />he shall deem appropriate and in the best interest of the City." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />99 - 255 - Adoption of a motion to transfer $167,028 from the Grants Contingency Fund <br />to upgrade the City's E-911 systems to accept wireless calls. <br /> <br />The State has awarded the City funding to purchase necessary equipment and <br />software to allow the City to accept wireless calls through the local E-911 <br />Communications department that are now being taken by the State Police. This <br />will allow wireless calls to be taken by the closest emergency services available. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $167,028 from the Grants Contingency Account to <br />upgrade the City's E-911 systems to accept wireless calls. <br /> <br />Purpose and Need: <br /> <br />· The Commonwealth of Virginia, Office of the Comptroller, awarded the City of <br />Portsmouth this funding to purchase necessary equipment and software to allow the <br />City to accept wireless calls for the E-911 Communications department. <br /> <br />· This funding will enable the City to accept wireless emergency and public safety <br />calls which are now being taken by the State Police. The General Assembly's intent is <br />to have wireless calls taken by the closest emergency services available. <br /> <br />Financial Impact: <br /> <br />· There is no match required. <br /> <br /> <br />
