Sam S. Gay III, 3501 Commerce Street #14, President, Portsmouth Jaycees, <br /> requested support of the City Council for a proclamation the Jaycees will present to <br /> legislators to "allow parents to be parents." <br /> <br />2. Helen Person, 1314 Green Street, expressed thanks to City Council. <br /> <br />3. Margretia Tyler, 21 Pennock Street, spoke on the effects of severe flooding in her <br /> neighborhood. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, to waive the rules of order to <br />allow Mr. Myrick an additional one minute to speak, and was adopted by unanimous <br />vote. <br /> <br />4. Theodore Myrick, Jr., 57 Pennock Street, spoke on remedy for flooding. <br /> <br />5. Tamesha Saunders, 1926 Holladay Street, spoke on poor bus service from the <br /> perspective of the ridership along certain routes in Portsmouth and presented a <br /> petition. <br /> <br /> On motion, meeting adjourned at 9:17 p.m. <br /> <br />Minutes prepared <br /> <br />Victor H.
