November 23, 1999 <br /> <br />- City Manager's Report - <br /> <br />99 - 253 - Adoption of an ordinance amending Chapter 2, Section 2-801 of the Code of <br />the City of Portsmouth pertaining to the appointment of citizens to the Clean Community <br />Commission. <br /> <br />This would allow for improvement in active participation by the membership of <br />the Commission by drawing from an "at-large" pool of interested commission <br />candidates, whose consideration is not contingent upon resident status in certain <br />districts. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance amending Chapter 2, Section 2-801 of the Code of the City <br />of Portsmouth pertaining to the appointment of citizens to the Clean Community <br />Commission. <br /> <br />Purpose and Need: <br /> <br />· To improve active participation by the membership of the Commission by drawing <br />from an "at large" pool of interested commission candidates, whose consideration is not <br />contingent upon resident status in a specified vacant Clean Community District. <br /> <br />· At present, there are fourteen (14) Commissioners. All incumbents will continue to <br />serve until their terms expire at which time vacancies may be filled with "at large" <br />candidates. <br /> <br />· Consideration will still be given to broad representation of the various geographic <br />areas of the City. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 2-801 THEREOF <br />PERTAINING TO THE MEMBERSHIP OF THE CLEAN COMMUNITY COMMISSION." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />99 - 254 - Adoption of a resolution authorizing the City Manager to convey a parcel of <br />property belonging to the Woodrow Wilson High School site to Portsmouth <br />Redevelopment and Housing Authority (PRHA). <br /> <br />Conveyance of this property to PRHA will make it available for sale to the West <br />Park Church of Christ for additional parking. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to convey a parcel of property <br />belonging to the Woodrow Wilson High School site to Portsmouth Redevelopment and <br />Housing Authority (PRHA). <br /> <br />Purpose and Need: <br /> <br />· Conveyance of this property to PRHA will make it available for sale to the West Park <br />Church of Christ. <br /> <br />· The property is needed by the Church for additional parking due to expansion. <br /> <br /> <br />
