November 23, 1999 At a Regular Meeting of the City Council on Tuesday, November 23, 1999, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a Called Meeting on October 26, 1999, a Regular Meeting on October 26, 1999, and a Called Meeting on November 1, 1999, and was adopted by unanimous vote. Presentation to Councilman Pitts for the 1999 Virginia Transit Association Outstanding Contribution by a Public Official Award for the successful HRT merger negotiation. - Public Hearing - 99 - 228 - Public Hearing on rezoning application: (a)Z-99-04 PRENTIS PARK AND BRIGHTON NEIGHBORHOOD James Bazemore requests a rezoning from RS-60 to M-1 at 1513 Columbus Street. Motion by Mr. Robinett and seconded by Mr. Griffin, to defer consideration of Z-99-04 to the public hearing meeting of January 11, 2000, and was adopted by a vote of 5-2. (Pitts, Holley) 99 - 252 - Public Hearing on a code amendment, use permit, and group housing application: (a) CA-99-04 CITYWIDE - The City of Portsmouth requests a code amendment of Section 40-178 of the Zoning Ordinance to allow for alternative members to be appointed to the commissions of architectural review. Motion by Mr. Griffin, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Commission that CA-99-04 be approved on first reading, and was adopted by unanimous vote. (b) UP-99-16 HODGES MANOR NEIGHBORHOOD - Girls Inc., requests a use permit to expand the youth/child care center at 5905 Portsmouth Boulevard. Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to defer consideration of UP-99-16 to the public hearing meeting of February 8, 2000, and was adopted by unanimous vote. (c) GHP-99-03 DOWNTOWN NEIGHBORHOOD - Robert Craig requests a Group Housing Permit to convert an annex building to a one-bedroom apartment at 707 Dinwiddie Street. 1. Robert Craig, 431 County Street, spoke in support of application for group housing permit. Motion by Mr. Whitehurst, and seconded by Mr. Griffin, to concur with the recommendation of the Planning Commission that GHP-99-03 be approved on first reading, and was adopted by unanimous vote.
