November 23, 1999 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, November 23, 1999, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Ronald W. Massie, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on October 26, 1999, a Regular Meeting on October 26, 1999, and a <br />Called Meeting on November 1, 1999, and was adopted by unanimous vote. <br /> <br />Presentation to Councilman Pitts for the 1999 Virginia Transit Association <br />Outstanding Contribution by a Public Official Award for the successful HRT merger <br />negotiation. <br /> <br />- Public Hearing - <br /> <br />99 - 228 - Public Hearing on rezoning application: <br /> <br />(a)Z-99-04 PRENTIS PARK AND BRIGHTON NEIGHBORHOOD James <br /> Bazemore requests a rezoning from RS-60 to M-1 at 1513 <br /> Columbus Street. <br /> <br /> Motion by Mr. Robinett and seconded by Mr. Griffin, to defer consideration of <br />Z-99-04 to the public hearing meeting of January 11, 2000, and was adopted by a vote <br />of 5-2. (Pitts, Holley) <br /> <br />99 - 252 - Public Hearing on a code amendment, use permit, and group housing <br />application: <br /> <br />(a) CA-99-04 <br /> <br />CITYWIDE - The City of Portsmouth requests a code amendment <br />of Section 40-178 of the Zoning Ordinance to allow for alternative <br />members to be appointed to the commissions of architectural <br />review. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that CA-99-04 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) UP-99-16 <br /> <br />HODGES MANOR NEIGHBORHOOD - Girls Inc., requests a use <br />permit to expand the youth/child care center at 5905 Portsmouth <br />Boulevard. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to defer consideration <br />of UP-99-16 to the public hearing meeting of February 8, 2000, and was adopted by <br />unanimous vote. <br /> <br />(c) GHP-99-03 <br /> <br />DOWNTOWN NEIGHBORHOOD - Robert Craig requests a Group <br />Housing Permit to convert an annex building to a one-bedroom <br />apartment at 707 Dinwiddie Street. <br /> <br />1. Robert Craig, 431 County Street, spoke in support of application for group housing <br />permit. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that GHP-99-03 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br /> <br />
