<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the revised Crawford Harbor Waterfront Development Plan of the City of Portsmouth as
<br />presented to this Council on January 27, 1981, outlining proposed uses to include residential,
<br />commercial and public development be, and the same hereb) is adopted in concept.
<br />
<br /> BE IT FURTHER RESOLVE~ that a public hearing is scheduled for March 24, 1981 at 7:30
<br />P. M. to consider amendments to the plan including, but not limited to, the question of
<br />the preservation of the Seaboard Building."

<br />25 foot lot adjacent to the City-owned Fire Station, as
<br />VOte.

<br /> The City has received an inquiry from the adjacent land owner indicating their interest
<br />in the 25 foot lot adjacent to the fire station. The property has been reviewed with the
<br />Chief of the Fire Department who indicates that he does not foresee any intended use of the
<br />property by the Fire Department. Based on this we have declared the property surplus and
<br />recommend that it be advertised for sale with the lowest acceptable bid being the assessed
<br />value. The City Manager recommends adoption."

<br /> 81-35 "Consideration of a motion to transfer $18,643 from the Grants Contingency
<br />Account to continue funding of the Regional Public Information and Education Program within
<br />the Southeastern Virginia Alcohol Safety Action Project (ASAP).
<br />
<br /> This motion will provide the funds necessary to update the design and coordinate the
<br />public information/education and police training plan to meet the program objectives of
<br />the two ASAP's on the south side of Hampton Roads. The program is funded entirely by the
<br />State Department of Transportation Safety. The City Manager recommends adoption."
<br />
<br /> Motion of Mr. Gray and~.seconded by Mr. Barnes, that anthorization be granted to transfer
<br />$17,643~ as requested, and was adopted by unanimous vote.
<br />
<br /> 81-36 "Submission of the Quarterly Financial Report for the second quarter of Fiscal
<br />Year 1980-81, ending December 31, 1980.
<br />
<br /> This report lS submitted for your information in accordance with the City Code and
<br />includes the financial status of all operating funds as of December 31, 1980."

<br />NEW BUSINESS
<br />
<br /> 81-37 R.L. Davis, 3820 High Street, representing the ~ortsmouth Fraternal Order of
<br />Police, spoke concerning widow's benefit for his mother and widow of V. L. Davis, former-
<br />Police Cfficer, deceased, requesting ordinance be amended that is mother be made eligible
<br />under the Fire ~ Police Retirement System.
<br />
<br /> 81-38 James 0liver, 30 Noble Street, spoke con£e~ning ourbsc:and:gut~ers on Noble Street
<br />and requested that they be completed; als~ inquired as to the estimate on the curbs and gutter~,.

<br /> 81-39 - Mrs. ~arl Clarke, 454 Duuglas Avenue, stated that she was disappointed that
<br />nothing had been done in regards to the hostages returning home.
<br />
<br /> Mayor Johansen stated that a proclamation had been prepared proclaimiBB Thursday, January
<br />
<br />29, 1981, as "Hostage Day".
<br />
<br /> 81-40 On motion of Mr. Beamer and seconded by

<br /> "WHEREAS, Robert Townsend Williams, has served the City of Portsmouth
<br />manner for fifteen years, the last six as City Manager, during which time
<br />have taken place within the City of Portsmouth; and

<br /> WHEREAS, during his tenure as City Manager, the dedication and imagination of Robert
<br />Townsend Williams, combined with his management and financial skills, has resulted in the
<br />improvement of the type and scope of services and facilities provided for the citizens;
<br />and
<br />
<br /> WHEREAS, the commencement of the Waterfront Development Plan, the establishment of a
<br />Human Services Delivery System, the development of computerized financial reporting systems
<br />and the furtherance of industrial and port development within the City of Pertsmouth are
<br />monuments to the accomplishments of Robert Townsend Williams.
