<br /> This property was given to the City by Jean McLean Davis for the purpose of industrial
<br />development, for which it is currently zoned. This resolution will authorize the transfer
<br />of this property to the Portsmouth Industrial Development Authority for the purpose of
<br />marketing and developing for industrial purposes. The City Manager recommends adoption."

<br /> On motion of Mr. Gray and seconded by Mr. Oast, the following resolution was adopted,
<br />and by'the following vote:
<br />
<br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CERTAIN CITY-OWNED PROPERTY
<br /> TO THE PORTSMOUTH ~NDUSTRIAL DEVELOPMENT AUTHORITY FOR tHE PURPOSE OF INDUSTRIAL
<br /> DEVELOPMENT.
<br />
<br /> WHEREAS, the City of Portsmouth received a gift of twenty-eight (28) acres of land
<br />located at Elliott Avenue and Frederick Boulevard for the benefit of the City of Portsmouth
<br />and its citizens; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth has determined that the development of
<br />said property for industry will be beneficial to the City of Portsmouth and its citizens;
<br />and
<br />
<br /> WHEREAS, Section 2.09(c) of the Charter of the City of Portsmouth provides that the
<br />City may convey property to the Commonwealth of Virginia or any political subdivision
<br />thereof without advertising and without rece~iv£ng bids; and
<br />
<br /> WHEREAS, the Portsmouth Industrial Development Authority is a political subdivision
<br />of the Commonwealth of Virginia.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the City Manager be, and he hereby is, authorized to convey to the Portsmouth Industrial
<br />Development Authority that certain parcel of land located in the City of Portsmouth,
<br />Virginia, on Frederick Boulevard and Elliott Avenue, containing twenty-eight (28) acres,
<br />more or less, particularly sen out and described in the Deed of Gift from Jean McLean Davis
<br />to the City of Portsmouth, Virginia, bearing date on the 4th day of December, 1980, a copy
<br />of which deed is hereto attached and by this reference made a part hereof.

<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is,
<br />complete all transactions and execute all documents in connection with
<br />this property."

<br /> At the request of the City Couacil, the staff has proceeded to have the original
<br />Crawford Harbor Waterfront Development Plan restudied taking into consideration changes
<br />which may have taken place during the last six years. The revised plan to be presented
<br />will change some of the concepts for proposed uses in the waterfront development plan.
<br />Mr. Aldo Cossutta of Cossutta and Associates, architect for the project, and Mr. Philip
<br />Hammer of Hammer, Siler, and George Associates will be in attendance to make a presentation
<br />on the revised plan. This resolution will adopt the revised plan and set forth the policy
<br />direction for the staffs of PRHA and the City to proceed for future development. The City~
<br />Manager recomm~n~sadoption."

<br />made the following comments~on the Waterfront Plan:

<br /> "The revised plan, as Mr. ~%de~Cossutta, Architect and Planner, Cossutta Associates, and
<br />Mr. Phil Hammer, Economist and Marketing Analyst, Hammer, Siler, George Associates, will des-
<br />cribe, retains the basic uses and overall goals contained within the original Crawford Harbor
<br />Plan. Changes in concept primerily at Harbor Village and High/Crawford Streets. N.ew. Revelqp-
<br />m~nt, co~ple~, ~nd~w~y~and an~oenned~b~n~n~rated in worst possible ecbnomy. We hay
<br />also been very pleased with heightened development interest inggeneral downtown vicinity as
