t97' January227. 1981 Substitute motion of Mr. Whitlow and seconded by Mr. Barnes, that ~he matter be deferred for time to have further consideraticn of all the full ramifications of this large investment and was adopted by 6-1 (Beamer-nay) vote. Councilman Oast requested that the following three questions be included in the report when submitted: Whether or not the acceptance of ~his grant money would constitute some sort on long term commitment to continue the uae_of th~ 5uilding fer recreational for some certain period of time. of bindiz purposes 2. How would the devotion of this building to this purposer~late to th~ over-all recre- ~ a~ion ~an~iin-~hat_~e~eral ~re~of ~he city. 81-30 "Consideration of a resolution endorsing the concept of an analysis of the organizatmon and operational functions of the Cit) of Portsmouth and the Portsmouth City Schools in order to identify areas in which consolidation of services could be accomplished; and, authorizing the City Manager and the Superintendent of Schools to negotiate with pro- spective consultants for a proposed contract to accomplish the intent of this resolution. This resolution endorses the concept of analyzing organization and operational functions of the two agencies in order to develop areas where consolidation of services or contract for services between the two may be feasible. Due 5o the financis1 constraints that the City is currently operating under it would be economically beneficial to both parties to pursue in earnest those areas of mutual benefit and cooperation in order to more economically operate certain services. A copy of the resolution from the Portsmouth School Board endorsing the concept and instructing the Superintendent to participate with the City is attached for your information. The City Manager recommends adoption." Motion of Mr. Barnes and seconded by Mr. Beamer to adop~ the resolution. Motion of Mr. Barnes and seconded by Mr. Oast ~o amend the res61ution to include with the City of Portsmouth and the Portsmouth Pablic Schools, the Portsmouth Redevelopment and H~using Authority, and was adopted by unanimous vote. On motion the following resolution, as amended, was adopted and by the following "A RESOLUTION ENDORSING TH~ CONCEPT OF AN ANALYSIS OF THE ORGANIZATION AND OPERATIONAL FUNCTIONS OF TH~ CITY OF PORTSMOUTH, THE PORTSMOUTH CITY SCHOOLS AND FHE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY IN ORDSR TO IDENTIFY AREAS. INk. WHICH CONSOLIDATION OF SERVICES CAN BE ACCOMPLISHED; AUTHORIZING THE CITY MANAGER TO PARTICIPATE WITH THE SUPERtNIENDENT OF SCHOOLS AND THE EXECUTIVE DIRECTOR OF TH~ PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY IN NEGOTIATIONS WITH PROSPECTIVE CONSULTANTS FOR A PROPOSED CONTRACT TO ACCOM- PLISH TH~ INTENT OF THIS RESOLUTION. vote: WHEREAS, the Council of the City of Portsmouth is interested in identifying those areas of organization and operational functions of the City and the school system in which consolidation of services might reduce or avoid unnecessary duplication of administration and operational efforts to the mutual benefit of both bodies; and WHEREAS, it is the opinion of the Council of the City of Portsmouth that an analysis of such areas of cooperation should be accomplished in conjunction with the School Board by an independent consultant; and WHEREAS, initial steps have been taken by the City and the School Board to locate such consultants and to outline the framework for such analysis. WHEREAS, an analysis of such areas of cooperation should include identifying areas of organigation and operational functions of the Portsmouth Redevelopment And Housing Authority in which consolidation of services might also reduce and avoid unnecessary duplication of administrative and operational efforts. NOW, THEREFORE, B5 IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it hereby endorses the concept of an analysis of the organization and operational functions of the City of Portsmouth, the Portsmouth City Schools and the Portsmouth Redevelopm And Housing Authority to identify areas in which consolidation of services can be accomplished BE IT ~URTHER RESOLVED that the City Manager be, and he hereby ~s, authorized to participate with the Superintendent of Schools and the Executive Director of Portsmouth Redevelopment and Housing Authority in negotiations with prospective consultants for a proposed contract to accomplish the intent of this resolution." Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen Nays: None 81-31 located on Industrial "Consideration of a resolution authorizing the City Manager to convey property Elliott Avenue and Frederick Boulevard, approximately 28 acres, to the Portsmouth Development Authority for the purpose of industrial development.
