How would the devotion of this building to this purposer~late to th~ over-all recre- <br /> ~ a~ion ~an~iin-~hat_~e~eral ~re~of ~he city. <br /> <br /> 81-30 "Consideration of a resolution endorsing the concept of an analysis of the <br /> organizatmon and operational functions of the Cit) of Portsmouth and the Portsmouth City <br /> Schools in order to identify areas in which consolidation of services could be accomplished; <br /> and, authorizing the City Manager and the Superintendent of Schools to negotiate with pro- <br /> spective consultants for a proposed contract to accomplish the intent of this resolution. <br /> <br /> This resolution endorses the concept of analyzing organization and operational functions <br />of the two agencies in order to develop areas where consolidation of services or contract for <br />services between the two may be feasible. Due 5o the financis1 constraints that the City is <br />currently operating under it would be economically beneficial to both parties to pursue in <br />earnest those areas of mutual benefit and cooperation in order to more economically operate <br />certain services. A copy of the resolution from the Portsmouth School Board endorsing the <br />concept and instructing the Superintendent to participate with the City is attached for your <br />information. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Beamer to adop~ the resolution. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Oast ~o amend the res61ution to include with <br />the City of Portsmouth and the Portsmouth Pablic Schools, the Portsmouth Redevelopment and <br />H~using Authority, and was adopted by unanimous vote. <br /> <br />On motion the following resolution, as amended, was adopted and by the following <br /> <br />"A RESOLUTION ENDORSING TH~ CONCEPT OF AN ANALYSIS OF THE ORGANIZATION AND <br />OPERATIONAL FUNCTIONS OF TH~ CITY OF PORTSMOUTH, THE PORTSMOUTH CITY SCHOOLS <br />AND FHE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY IN ORDSR TO IDENTIFY <br />AREAS. INk. WHICH CONSOLIDATION OF SERVICES CAN BE ACCOMPLISHED; AUTHORIZING <br />THE CITY MANAGER TO PARTICIPATE WITH THE SUPERtNIENDENT OF SCHOOLS AND <br />THE EXECUTIVE DIRECTOR OF TH~ PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY <br />IN NEGOTIATIONS WITH PROSPECTIVE CONSULTANTS FOR A PROPOSED CONTRACT TO ACCOM- <br />PLISH TH~ INTENT OF THIS RESOLUTION. <br /> <br />vote: <br /> <br /> WHEREAS, the Council of the City of Portsmouth is interested in identifying those <br />areas of organization and operational functions of the City and the school system in which <br />consolidation of services might reduce or avoid unnecessary duplication of administration <br />and operational efforts to the mutual benefit of both bodies; and <br /> <br /> WHEREAS, it is the opinion of the Council of the City of Portsmouth that an analysis <br />of such areas of cooperation should be accomplished in conjunction with the School Board <br />by an independent consultant; and <br /> <br /> WHEREAS, initial steps have been taken by the City and the School Board to locate <br />such consultants and to outline the framework for such analysis. <br /> <br /> WHEREAS, an analysis of such areas of cooperation should include identifying areas of <br />organigation and operational functions of the Portsmouth Redevelopment And Housing Authority <br />in which consolidation of services might also reduce and avoid unnecessary duplication of <br />administrative and operational efforts. <br /> <br /> NOW, THEREFORE, B5 IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it hereby endorses the concept of an analysis of the organization and operational <br />functions of the City of Portsmouth, the Portsmouth City Schools and the Portsmouth Redevelopm <br />And Housing Authority to identify areas in which consolidation of services can be accomplished <br /> <br /> BE IT ~URTHER RESOLVED that the City Manager be, and he hereby ~s, authorized to <br />participate with the Superintendent of Schools and the Executive Director of Portsmouth <br />Redevelopment and Housing Authority in negotiations with prospective consultants for a <br />proposed contract to accomplish the intent of this resolution." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-31 <br />located on <br />Industrial <br /> <br /> "Consideration of a resolution authorizing the City Manager to convey property <br />Elliott Avenue and Frederick Boulevard, approximately 28 acres, to the Portsmouth <br />Development Authority for the purpose of industrial development. <br /> <br /> <br />
