Parker, Sr. has traveled extensively throughout the country to promote <br />the City of Portsmouth and the Mount Hermon Community; and <br /> <br /> WHEREAS, Joseph E. Parker, Sr. has given many hours of his time to counseling of families <br />and individuals in connection with the Mount Hermon Redevelopment Project; and <br /> <br /> WHEREAS, Joseph E, Parker, Sr., his wife Alice and <br />unselfish community spirit in devoting their efforts for <br />community. <br /> <br />seven children have all demonstrated a <br />the benefit of their neighbors in the <br /> <br /> NOW, THEREFORE, BE I%.RESOLVED by the Council of the City of Portsmouth that the appreci- <br />atzon of this Council an& the citizens of the City of Portsmouth for Joseph E. Parker, Sr. be <br />hereby expressed this 2~{~ day of January, 1981, by designating the gymnasium portion of the <br />newly constructed recreation facility in the Mount Hermon Redevelopment Project as the Joseph <br />E. Parker, Sr. Gymnasium. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, <br />copy of this resolution to Joseph E. Parker, Sr. and his family and to <br />evidencing this designation to be placed in this facility." <br /> <br />instructed to forward a <br />cause a suitable plaque <br /> <br />Ayes: <br />Nays: <br /> <br />Barnes, Beamer, Gray, Webb, Whitlow, Johansen <br />None <br /> <br /> 81=S3 "Consideration of a resolution authorizing the City Manager to convey City owned <br />property to the Portsmouth Redevelopment and Housing Authority (Mount Hermon Conservation and <br />Redevelq~ent Project VA-R-69, Map 158, Parcels 19 and 20). <br /> <br /> The Portsmouth Redevelopment an~ Housing Authority has requested transfer of these two <br />residue p~fcels owned by the City in order to complete consolidation of property in the Mount <br />Hermon Project. These properties were acquired along with other property for the London <br />Boulevard Project. The assessed value of these parcels is $420, which sum will be paid to the <br />City by the Portsmouth Redevelopment and Housing Authority as the purchase price. The City <br />Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY TO THE <br />PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY (MT. HERMOh CONSERVATION AND <br />REDEVELOPMENT PROJECT, VA-R-69, MAP 158, PARCELS 19 AND 20). <br /> <br /> WHEREAS, the City of Portsmouth owns certain hereinafter-described proper~y located withi~ <br />the Mt. Hermon Conservation and Redevelopment Project, which parcels are residue parcels of the <br />London Bonlevard Street Widening Project; and <br /> <br /> WHEREAS, said property is no longer needed by the City of Portsmouth and is hereby designg <br />as excess property; and <br /> <br /> WHEREAS, the Portsmouth Redevelopmen~ And Housing Authority desires to purchase this land <br />to be incorporated into adjoining property for the purpose of consolidation of property in <br />connection with the Mt. Hermon Conservation And Redevelopment Project, VA-R-69; and <br /> <br /> WHEREAS, the City of Portsmouth will be compensated for this property by the payment of <br />Four Hundred Twenty ($420.) Dollars; and <br /> <br /> WHEREAS, Section 2.09(c) of the Charter of the City of Portsmouth provides that the City <br />may convey property to the Commonwealth of Virginia or any political subdivision thereof, <br />without advertisement and without receiving bids; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority is a political subdivision <br />of the Commonwealth of Virginia. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager be, and he hereby is, authorized to convey the following described property <br />the Portsmouth Redevelopment And Housing Authority: <br /> <br />t¢ <br /> <br />PARCEL I <br /> <br /> All that certain piece or parcel of land, situate, lying and being in the <br />City of Po,rtsmouth, Virgi.nia, bounded and described as follows: <br /> <br /> Beginning at a point on the northern boundary of London Boulevard, said <br />point being N 88° 35' 50" E 93.00' from the northeast intersection of London <br />Boulevard and Florida Avenue; thence N OO 56' SO" E 36.5' to a point; thence <br />N 88° 35' 50" E 20' to a point; thence S O9 56' 50" W 36.5' ~o a Foint; <br />thence N 88~ 35' 50" W 20' to the Point of Beginning. <br /> <br /> PARCEL I I <br /> <br /> All that certain piece or parcel of land situate, lying and <br />~City of Portsmouth, Virginia, bounded and described as follows: <br /> <br />being in <br /> <br />the <br /> <br />:ed <br /> <br /> <br />
