20'7 <br /> <br />February 10, 1981 <br /> <br /> BE IT FURTHER RESOLVED that this Council hereby reaffirms its support for construction of <br />the Western Freeway through the City of Portsmouth. <br /> <br /> BE IT FURTHER RESOLVED that this Council hereby calls upon the City Councils of the City <br />of Chesapeake, Suffolk, Newport News and Hampton to adopt similar resolutions requesting the <br />continuance of the construction of the 1-664 Project. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, authorized to forward <br />copies of this Resolution to the Mayors and City Councils of the cities of Chesapeake, Suffolk <br />Newport News and Hampton." <br /> <br />Ayes: Barnes, Beamer, Gray, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> The following reports from the City Manager were presented: <br /> <br /> 81-50 "Consideration of an ordinance on first reading to appropriate $5,000 from the <br />Capital Improvements Program for engineering design of ~mprovements to the JaiI Intake Area. <br /> <br /> This appropriation will provide the necessary funds for the design of renovations to the <br />prisoner intake area in the basement of the jail. The planned renovations include reloca- <br />ting the watch commanders office and the inmate records area. Also, three separate holding <br />areas will be provided which will permit the separation of males, females and juveniles dur- <br />ing the booking operation. The funding for this project design is from a $30,000 allocation <br />included in the 1980-81 Capital Improvements Program for jail renovations. The City Manager <br />recommends adoption on first reading. <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $5,000 FROM THE CAPITA1 IMPROVEMENT FUND FOR <br />ENGINEERING DESIGN FOR IMPROVEMENTS lO THE CITY JAIL INTAKE AREA." <br /> <br /> 81-S1 "Consideration of an ordinance on first reading to appropriate <br />Capital Improvements Fund to upgrade existing recreation facilities and for <br />the Incentive Fund Program for 1980~81. <br /> <br />$45,000 from the <br />the operation of <br /> <br /> This appropriation will provide $30,000 for the fourth year's operation of the Incentive <br />Fund Program. in which community groups provide 50~ matching funds for recreation projects. <br />The final approval for each project is given by the Parks and Recreation Commission. Examples <br />of projects approved in 1980-81 include upgrading ball field lighting, purchase of soccer <br />goals, flood lights, ice machines and fencing. Of the $30,000, $15,000 will be contributed <br />by various community groups. The remaining $1S,000 is for upgrading existing facilities which <br />will provide clay for ball fields, bleachers, aluminum player benches, painting and minor <br />building repairs; and, replacement, and repair of playground equipment. Th~ $30,000 local <br />funding of this appropriation zs included in the 1980-81 Capital Improvements Program. The <br />City Manager recommends adoption on first reading.' <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $45,000 FROM THE CAPITAL IMPROVEMENT FUND TO <br />UPGRADE EXISTING RECREATIONAL FACILITIES AND FOR THE OPERATION OF THE <br />INCENTIVE FUND PROGRJIM FOR 1980-81." <br /> <br /> 81-52 "Consideration of a resolution expressing the appreciation of this Council and thc <br />City of Portsmouth for Joseph E. Parker, Sr.; designating the gymnasium portion of the newly <br />constructed recreation facility in the Mount Hermon Redevelopment Project as the Joseph E <br />Parker, Sr. Gymnasium. ' <br /> <br /> On January 29, 1981, the newly constructed recreation facility in the Mount Hermon <br />Redevelopment Project was dedicated. The completion of this facility is a direct result of <br />the enumerable hours of time and effort put forth by Joesph E. Parker, Sr., to promote the <br />development of improved conditions for the Citizens of the City and especially the Mount Hermr <br />Community. In recognition ofli. this unselfish community spirit, the Council on behalf of the <br />Citizens of Portsmouth designates the gymnasium in this facility as the Joseph E. Parker, Sr. <br />Gymnasium; to be evidenced by placing a suitable plaque within the facility. The City Manager <br />recommends adoption." <br /> <br /> On motion of Mr. Beamer and seconded by Mr's. Webb, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION EXPRESS'ING THE APPRECIATION OF THIS COUNCIL AND THE CITY OF <br />PORTSMOUTH FOR JOSEPH E. PARKER, SR.; DESIGNATING THE GYMNASIUM PORTION OF <br />THE NEWLY CONSTRUCTED RECREATION FACILITY~IN THE MOUNT HERMON REDEVELOPMENT <br />PROJECT AS THE JOSEPH E. PARKER, SR. GYMNASIUM. <br /> <br /> WHEREAS, Joseph E. Parker, Sr. has devoted enumerable hours of time and effort to promote <br />the development of improved conditions for the citizens of the City of Portsmouth and, speci- <br />fically, the Mount Hermon Community; and ' <br /> <br /> WHEREAS, Joseph E. Parker, Sr. has lent his considerable talents to the tasks to'b'e per- <br />formed by many boards and commissions of the City of POrtsmouth; and <br /> <br /> <br />
