Funded originally by the Division of Justice and Crime Prevention, the <br />program provides general misdemeanor probation servmces and community service restitution <br />mn order to reduce incarcer-atlon and jail overcrowding and to decrease the recidivism rate <br />for first offenders. These supplemental monies will support the proj~ect for up to 60 days <br />until the State Department of Correcticns can assume full responsibility for its operation. <br />The Department of Correction's funding was provided for this pilot project by last year's <br />General Assembly, with the date stipulated for implementation of July 1, 1981. The implemen- <br />tation date should hava been February 1, 1981 since the DJCP contract expired at that time. <br />A bill is currently before the General Assembly to change the date and since no additional <br />funding is required its passage is expected. The State will reimburse the City for all expense <br />incurred during the period after'the grant's termination except for an expected liability for <br />accrued unused annual leave which was earned by project staff during the grant's operation. <br />The City Manager recommends adoption." <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Gray, that authorization be granted to transfer <br />$19,007 from the Grants Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br /> 81-55 - "Submission of the Quarterly Report of the Employee Selection Review Procedure <br />and the EEO/Affirmative Action Activities for the fourth quarter 1980, ending December 31, <br />1980. <br /> <br />This report is submitted for your information." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, that the report be received as information <br />and was adopted by unanimous vote. <br /> <br />NEW BUSINESS <br /> <br /> 81-58 Councilman Gray offered the following nominations £or appointments to Boards/ <br />Commissions: <br /> <br />Board of Examination of Plumbers <br /> <br /> Harry Lee Jones to be appointed for a term of two years, ending January 1, <br />lng L. W. Hammond; Kenneth N. Philbrick for a term of two years, ending January <br />replacing Joseph F. Whitlow. <br /> <br />1983, replac- <br />1, 1983, <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Beamer, to close nominations, and there being <br />no further nominations, the above members to be elected to the designated Board, and was <br />adopted by unanimous vote. <br /> <br /> Councilman Barnes stated that he supported the appointment of G. Robert House Jr as <br />the new City Manager. ' ' <br /> <br /> 81-59 - The following citizens presented themr views regarding the prcposed sites for <br />rehabilitation of subsidized housing in Century Apartments and Westhaven Apartments: <br /> <br /> David R. Axel.son, Attorney, Suite 340, Virginia Federal Building, representing Mid-City <br /> Central Civic League and Simonsdale Civic League, made the following presentation: <br /> <br /> "I am speaking to you on behalf of the Mid-City Central Civic League and the Simonsdale <br />Civic League, whose members feel that certain actions taken by City officials mn recent days <br />are having, and will continue to have, adversa effects on both their communities and on the <br />City of Portsmouth as a whole. They are here mn great numbers tonight in your Council Room <br />and outside. <br /> <br /> I refer, of course, to the agreement settling the City's suit against the Secretary <br />of Housing and Urban Development and thereby freeing some eight million dollars in Community <br />Development Block Grants for use in our City. We address you, because the City's actions in <br />this ma~er have given us no place else to turn. <br /> <br /> However, the people of Simonsdale and Westhaven are here to ask you, "What Does it Cost?" <br />What price_has to be paid for this money, not only by Simonsdale and Westhaven, but by the <br />entire city? What will be spen¢ now and years from ~because of this agreement? We believe <br />the cost is far too high, and believe it quite strongly. There are some twenty speakers on <br />your agenda tonight, there are hundreds of people outsifle and the speakers tonight will present <br />you petitions signed by literally thousands of the city's residents ~xpressing their opinion <br />in this matter. <br /> <br /> <br />
