F~bruary 24, 1981 <br /> <br /> 81-63 <br />the Capital <br />Building. <br /> <br />"Consideration of an ordinance on first reading to <br />Improvements Fund for alterations to the Juvenile & <br /> <br />appropriate $14,000 from <br />Domestic Relations Court <br /> <br /> This appropriation will provide the necessary funds to complete the alteratiens to the <br />J & D Court Building. Previously $30,200 was appropriated for this project. The design <br />has now been completed and a contract price of $31,188 has been bid. The contract price <br />along with the cost of engineering inspection and contingencies totals approximately $44,200. <br />Ibis appropriation of $14,000 will provide the balance of the required funds and is currently <br />available from the existing contingencies amount in the 1980-81 Capital Improvements Program. <br />The~City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Oast and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $14,000 FROM THE CAPITAl IMPROVEMENT FUND FOR <br />ALTERATIONS 50 THE JUVENILE AND DOMESTIC RELATIONS COURT BUILDING." <br /> <br /> 81-64 "Consideration of an ordinance on first reading to appropriate $26,000 in the <br />Portsmouth Parking Authority Fund for the purchase of parking meter parts and mechanisms, <br />which will permit the conversion of parking meters from 10 cents to 20 cents per hour. <br /> <br /> This appropriation will provide the necessary funds to purchase parts and mechanisms <br />to convert both on-street and off-street parking meters. The Portsmouth Parking Authority <br />acted at its meeting held February I7, 1981, to increase the on-street parking rates to 20 <br />cents per hour; and it also had acted at a previous meeting to increase the off-street <br />parking meter rates to 20 cents. These rates coincide with the rates which are currently <br />being charged in the two public parking garages. The rate increase is considered necessary <br />by the Parking Authority in order for it to meet its debt. obligations, and a letter from <br />the Authority is attached for your information. The City Manager recommends adoption on <br />first reading." <br /> as Manager of President <br /> Milton M. Phillips, 4005 Terry Drive, Chesapeake, representing/Leggetts and/Downtown <br />Portsmouth Association, requested denial of the Parking Authority's request for funding to <br />change the parking meter rates in the downtown area. <br /> <br /> Mrs. Carol A. Gmrrenton, 216 London Boulevard, <br />complaints of the parking meters on,the street and <br />rates. <br /> <br />representing Leggetts, spoke concerning <br />opposed to the increase of parking meter <br /> <br /> Motion of Mr. Oast and seconded by Mr. Whitlow, the following ordinance to be approved <br />on first reading, and a report be submitted before second reading concerning questions <br />asked by-Councilmen Whitlow, Barnes, and Vice Mayor Beamer, and was adopted~by unanimous <br />vote: <br /> <br />"AN ORDINANCE TO APPROPRIKTE $26,000 FROM THE PARKING AUTHORITY FUND FOR THE <br />PURCHASE OF PARKING METER RATES AND MECHANISMS TO PERMIT THE CONVERSION OF <br />PARKING METERS FROM TEN CENTS TO TWENTY CENTS PER HOUR." <br /> <br /> 81-6S "Consideration of an ordinance to amend the Code,of the City of Portsmouth, <br />Virginza, 1973, by amending Section 31-91 thereof, pertaining to definition of employee <br />in the Portsmouth Fire and Police Retirement System. <br /> <br /> This amendment defines the term employee so as to exclude from membership in the Fire <br />and Police Retirement System an employee who enters into an agreement with the City for inclu <br />sion in a deferred compensation retirement plan. The recommended language would cause the <br />Fire and Police Retirement System to parallel the Supplemental Retirement System in such <br />provisions. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Deemer and seconded by Mr. Gray, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND <br />AMENDING SECTION 31-91 <br />MENT SYSTEM." <br /> <br />THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />THEREOF, PERTAINING TO PORTSMOUTH FIRE AND POLICE RETIRE- <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb Whitlow, Johansen <br />Nays: None <br /> <br /> 81-66 "Consideration of a resolution appointing viewers for the closing of a portion <br />of Thorne Avenue. <br /> <br /> Holy Trinity Church has made application to vacate and close a portion of Thorne <br />Avenue. This resolution appoints viewers for a report back to City Council in accordance <br />with State law.
