February 24~ 1981 <br /> <br /> 81-32 - On motion of M~. Gray and seconded by Mr. Whitlow, the following resolution <br />deferred from the regular meeting of January 27, 1981, was adopted and by the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A CUL-DE-SAC ON THE NORTH <br />AND SOUTH SIDE OF RIVERSHORE ROAD. <br /> <br /> WHEREAS, the City of Portsmouth has made application to vacate, close and discontinue <br />the hereinafter-described portions of Rivershore Road, and it appearing that Notice of <br />Application and Request for the Appointment of Viewers was duly posted on February 13, 1981, <br />on the bulletin board of the City Hall Building of the City of Portsmouth, the bulletin <br />board of the General District Court, Civil Division, of the City of Portsmouth and the <br />bulletin board of the Circuit Court of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that A. N. Kendrick, James V. McGhee, Raymond Tweed, C. E. Ellis and Linon Vann be appointed <br />viewers, and that George Newton Powers, Sr. be appointed an alternate viewer in the event <br />one of the preceeding viewers fails to participate, said viewers to view the hereinafter- <br />described portions of such streets and to report to this Council in writing whether in their <br />opinion any, and if any, what inconvenience would result in vacating and closing the <br />following: <br /> <br />NORTHERN PORTION OF CUL-DE-SAC ON RIVERSHORE ROAD <br /> <br /> Beginning at a point on the north side of Rivershore Road where the same <br />is intersected by the western line of Site Number Six (6) in Block as shown on <br />a plat entitled "Survey of Property of Peter Eustis, Rivershore Road, Norfolk <br />County, Virginia", dated September, 1958, prepared by Frank D. Tarrell, Jr., <br />and Associates, which plat is duly recorded in the Clerk's Office of the Circuit <br />Court of the City of Chesapeake, Virginia, in Deed Book 1271, page 8, and £rom <br />said point of beginning along the northern side of Rivershore Road in a wester- <br />ly direction along a curve to the right, with a radius of fifty (50) feet, an <br />axe distance of 36.14 feet to an iron pin; thence continuing in a westerly <br />direction along the northerly side of Rivershore Road on a curve to the left <br />with a radius of fifty (80) feet an arc distance of 83.4100 feet to a point; <br />thence south 81° 21' 04" east 100 feet, more or less, to the Point of <br />Beginning. (S~80¢~5). <br /> <br />SOUTHERN PORTION OF CUL-DE-SAC ON RIVERSHORE ROAD <br /> <br /> Beginning at a poin~ on the south side of Rivershore Road where the same <br />is intersected by the eastern line of lot number 1 as shown on that certain <br />plat entitled "Subdivision of Section 2 Rivershore, Portsmouth, Virginia', <br />dated October 24, 1975, prepared by Baldwin and Gregg, Ltd., Engineers, Survey- <br />ors, Planners, Portsmouth, Virginia, which plat is duly recorded in the Cir- <br />cuit Court of the City of Portsmouth, Virginia, and from s.aid point of beginning <br />along a curve to the left with a radius of fifty (50) feet an arc distance of <br />36.14 feet to a point; thence continuing in a westerly directio~ along a curve <br />to the right with a radius of fifty (50) feet, an arc distance of 83.41OO £eet <br />to a point; thence south 81° 21' 04" eas~ 1OO feet, more or less, to the Point <br />of Beginning. (S-80-15).' <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, ~ohansen <br />Nays: None <br /> <br />The following ~eports from the City Manager were presented: <br /> <br /> 81-62 "Consideration of an ordinance on first reading to appropriate <br />the Public Utilities Capital Improvements Fund for the design of a 2 million <br />clearwell and a pumping station in the Churchland area. <br /> <br />$320,000 from <br />gallon undergrou~ <br /> <br /> In 1978, the firm of CH2M Hill was engaged to make a study of the water treatment <br />process and the physical structures of the p2ant $.n Suffolk. The purpose of this study was <br />to develop a long range plan for plant improvements in conjunction with modifying the <br />treatment process to comply with the Safe Drinking Water Act on contaminent limits, par- <br />ticularly trihalomethanes. During the process of evaluating the physical structures, it <br />was determined that the 2 million gallon underground clearwell where the treated surface <br />water and well water are blended for distribution was badly deteriorated and needed to <br />be replaced. During the analysis of the transmission and distribution system, it was also <br />determined that the Churchland pumping system needed additional capacity to supply future <br />industrial demands in the Churchland area. The engineers recommended that the pumping <br />station be designed in conjunction with the clearwell in order to reduce construction cost. <br />This approprlt~on provides the necessary funds for the design of these two much needed <br />facilities. The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Oast and seconded by Mrs. Webb, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $320,000 FROM THE PUBLIC UTILITIES CAPITAL IMPROVE- <br />MENT FUND FOR THE DESIGN OF A TWO MILLION GALLON UNDERGROUND CLEARWELL AND A <br />PUMPING STATION IN THE CHURCHLAND AREA." <br /> <br /> <br />
