<br />"A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A PORTION OF THORNE AVENUE;

<br /> WHEREAS, the Holy Trinity Church has made application to vacate, close and discontinue
<br />the hereinafter-described portion of Thorne Avenue, and it appearzng that Notice of Applica-
<br />tion and Request for the Appointment of Viewers was duly posted on February 13, 1981, on
<br />the bulletin board of the City Hall Building of the City of Portsmouth, the bulletin board
<br />of the Juvenile and Domestic Relations Court of the City of Portsmouth and the bulletin board
<br />of the General District Court of the City of Portsmouth, Civil Division.
<br />
<br /> NOW, THEREFORE, BE I~ RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that A. N. Kendrick, Lewis J. Leitner, C. H. Harriston, James H. Griffin and James L. Linehan.
<br />be appointed viewers, and that Howard L. Davis be appointed an alternate viewer in the event
<br />one of the preceding viewers fails to participate, said viewers to view the hereinafter-
<br />described portion of Thorne Avenue and to report to this Council in writing whether in their
<br />opinion any, and if any, what inconvenience would result in vacating and closing the
<br />following:

<br />THORNE AVENUE
<br />
<br /> Ali that section of Thorne Avenue beginning at a point 115' west of the
<br />west right-of-way line of Main Street and continuzng westerly for a distance
<br />of 154' to the rear lot line of Academy Park properties fronting on DeKalb
<br />Avenue. (S-81-1)."
<br />

<br />
<br /> 81-67 "Consideration of a resolution accepting the proposal of Wayman Riddick and
<br />Virginia ~iddick to purchase City owned property at 2507 Elm Avenue; and, authorizing the
<br />City Manager to convey.
<br />
<br /> The City Council had previously instructed the City Manager to advertise for sale a
<br />25 foot lot at 250? Elm Avenue. The only bid received was for purchase of the property by
<br />Wayman Riddick and Virginia Riddick whose residence is 2505 Elm Avenue, for use with their
<br />lawn and gardening activities. The proposed purchase price is $1,180 which is the assessed
<br />value of the property and the minimum bid requested. The City Manager recommends adoption."

<br /> On motion of Mr. Barnes and seconded by Mr. Oast, the following resolution was adopted,
<br />and by the following vote:

<br />"A RESOLUTION
<br />PURCHASE CITY
<br />TO CONVEY.
<br />
<br />ACCEPTING THE PROPOSAL OF WAYMAN RIDDICK AND VIRGINIA RIDDICK TO
<br />OWNED PROPERTY AT 2507 ELM AVENUE; AUTHORIZING THE CITY MANAGER
<br />
<br /> WHEREAS, the City of Portsmouth owns certin unimproved real property located at 2507
<br />Elm Avenue, which is no longer required by the City and hereby is, declared as excess pro-
<br />perty; and
<br />
<br /> WHEREAS, pursuant to authorization of this Council, the City Manager advertised said
<br />property for sale in accordance with the provisions of the Charter of the City of Portsmouth;
<br />and
<br />
<br /> WHEREAS, one proposal for the purchase of said property for the amount of One Thousand,
<br />One Hundred Eighty ($1,180.) Dollars for the purpose of utilizing the same with adjoining
<br />residential property for general exterior improvements to their home with a driveway and
<br />landscaping was received from Wayman Riddick and Virginia Riddick; and
<br />
<br /> WHEREAS, it is the opinion of this Council that
<br />and Virginia Riddick for the stated purposes and for
<br />One Hundred Eighty ($1,180.) Dollars is deemed to be
<br />and use of the property.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that the proposal of Wayman Riddick and Virginia Riddick to purchase property located at
<br />2507 Elm Avenue for the sum of One Thousand, One Hundred Eighty ($1,180.) Dollars be, and
<br />the same hereby is, accepted.

<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to execute
<br />such deeds and other documents as may be necessary to complete this transaction."

<br /> 81-68 "Consideration of a resolution contracting to guarantee up to 2508,000 to the
<br />Southeastern Public Service Authority of Virginia on certain conditions; authorizing the
<br />issuance of ~08,000 of bonds to be known as General Obligation Bonds for the purpose of
<br />community services.
<br />
<br /> On March 14, 1978, City Council approved the guarantee to the Southeastern Public
<br />Service Authority of Virginia of $326,000. The bond anticipation notes expire April 26, 1981.
<br />This resolution authorizes SPSA to issue a new series of bond anticipation notes which will
<br />cover the original debt guaranteed by the City of Portsmouth of $326,000 plus interest and
<br />
