February 24, 1981 <br /> <br />At a regular meeting of the City Council held on February 24, 1981, there were present: <br /> <br />J. E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr., J. Robert Gray, Edward L. <br />Oast, Jr., Gloria O. Webb, Morton V. Whitlow, Steven Lieberman, City Manager, <br />James T. Martin, Assistant City Attorney. <br /> <br /> Dr. H. G. Hairston, Retired Minister, opened the meeting with prayer, followed by the <br />~PCedge of Allegiance to the Flag. <br /> <br />Mayor Johansen welcomed all visitors in attendance. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Beamer, minutes of the called meeting of February <br />9, 1981, minutes of the Public Hearing of February 9, 1981, minutes of the regular meeting of <br />February 10, 1981, to be approved as received, and was adopted by unanimous vote. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 81-45 - The following ordinance approved on first reading at the Public Hearing of <br />February 9, 1981, was taken up and read: <br /> <br />(a) "ZONING AMENDMENT ORDINANCE Z 80-23" <br /> <br /> On motion of Mrs. Webb and seco~-d~h¥.Mr. Gray, the ordinance was adopted for R-75-SC, <br />and by the following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-45 - The following ordinance approved on first reading at the Publi: Hearing of <br />February 9, 1981, was taken up and read: <br /> <br />(b) "ZONING AMENDMENT ORDINANCE Z 80-27" <br /> <br /> On motion of Mr. Gray and seconded by Mr. Whitlow, the ordinance Was adopted for R-60- <br />Conditional, and by the following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-45 - On motion of Mr. Gray and seconded by Mr. Whitlow, the following resolution <br />approving GHP-81-I on first reading at the Public Hearing of February 9, was adopted and by <br />the following vote: <br /> <br />(c) <br /> <br />"A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING PROJECT PURSUANT TO SECTION <br />40-55 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, AS AMENDED, SAID <br />PROJECT BEING KNOWN AS "COACH HOUSE APARTMENTS" AND DESIGNATED AS GHP-81-1. <br /> <br /> WHEREAS, Coach House Limited Partnership has made application pursuant to Section 40-55 <br />of the Code of the City of Portsmouth, Virginia, 1973, as amended, for the granting and approva <br />of a group housing project known as !'Coach House Apartments" which will ocanp~5ed by elderly <br />or senior citizens; and <br /> <br />the <br />and <br /> <br />WHEREAS, the application has <br />requirements of Section 40-55, <br /> <br />been determined by the Planning Commission <br />Code of the City of Portsmouth, Virginia, <br /> <br />to have met <br />1975, as amended; <br /> <br /> WHEREAS, the Planning Commission has reviewed such application and site plans submitted <br />therewith and has recommended approval of said application; and <br /> <br /> WHEREAS, the developer has been informsd that approval of the group housing project <br />pursuant to said Section 40-55 of the Code of the City of Portsmouth grants only an exemption <br />from certain requirements for residences as stated in Section 4?-55 of the Code of the City of <br />Portsmouth and does not constitut~ a waiver of any other requirements embodied in the Subdivisi <br />Ordinance, the Zoning Ordinance, the Code of the City of Portsmouth or any other applicable <br />State or Federal laws or regulations; and <br /> <br /> WHEREAS, the developer 1S aware that building permits and/or any other required permit <br />will be issued only upon compliance with ordinances, laws or regulations applicable thereto. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the certain group housing project known as "Coach House Apartments" and designated as <br />GHP-81-1, and more specifically shown on plans entitled, "Coach House Apartments", prepared <br />by Dan E. Griffin, Architect, filed with the Building Official of the City of Portsmouth <br />and made a part hereof, is hereby granted approval." <br /> <br />Ayes: Barnes, Beamer Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-45 The following ordinance approved on first reading at the Public Hearing of <br />February 9, 1981, was taken up and read: <br /> <br />(d) "ZONING AMENDMENT ORDINANCE Z 80-12" <br /> <br /> <br />
