253 <br /> <br />April 14~ 1981 <br /> <br /> The tax is not broken down again this year as it came to us from Data Process with the <br />one outstanding amount. <br /> <br /> The original of this list and the Personal property Books for the year 1980 have been <br />turned over to Mr. Rabey the Delinquent Tax Collector. <br /> <br /> A separate list of collections from the 20th day of February through today, representing <br />the amount of $21,759.28 collected from the date of cut of February 20th 1981 through today, <br />March 30th." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, the report to be received as information, <br />and was adopted by unanimous vote. <br /> <br /> 81-13- Mation~0~'~m~ Gray and-sec~nded-byMrs~ Wehh, letter concerning cab rate increase <br />received from Mr. Phyall to be received as information and referred to the City Manager for <br />consideration and report to Council, and was adppted hy unanimous vote. <br /> <br /> 81-138 Motion of Mr. Whitlow and seconded h? Mrs. Webb, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A E <br /> R SOLUTI©M~RELAT~VE~rDUTHE DEVELOPMENT OF A COAL EXPORTING FACILITY IN <br />THE CITY OF PORTSMOUTH, VIRGINIA. <br /> <br /> WHEREAS, the 1981 Special Session of the Virginia General Assembly has passed legislation <br />which will enable the Virginia Port Authority, should feasibility studies prove favorable, to <br />construct a coal terminal in the City of Portsmouth, Virginia; and <br /> <br />WHEREAS, the Governor of Virginia has signe~ such legislation into law; and <br /> <br /> WHEREAS, the legislation as adopted and signed provides that the City of Portsmouth would <br />receive as revenue the full equivalency of real and personal property taxes and payment of <br />customary business license taxes in order to establish full tax equivalency as would be applic~ <br />if the development were privately owned and operated; and <br /> <br /> WHEREAS, the legislation limits condemnation by VPA to approximately two hundred twenty <br />(220) acres of the six hundred twenty-three (623) acre refinery site leaving the majority of <br />the property for future industrial developmen~ benefiting the City of Portsmouth; and <br /> <br /> WHEREAS, the legislation requires VPA to construct rail or other transportation facilitie~ <br /> providing access to the coal terminal which do not rely on the use of existing lines and subje¢ <br />.~to.~envir~nmental studies requiring the construction of rail facilities along the Western Free- <br /> way which will provide access to the coal facility by both the N & w and CSX Railroads; and <br /> <br /> WHEREAS, there remains great concern relative to the possible environmental impact on the <br />quality of life that will result from the development and operation of the coal facility withi~ <br />the City of Portsmouth; and <br /> <br /> WHEREAS, traffic congestion continues to mncrease in the High Street Churchland Corridor <br />and along West Norfolk Road due to the continual delays in the funding of the Western Freeway; <br />and <br /> <br /> WHEREAS, the Virginia Port Authority is to establish a Steering Committee to: (1) Assure <br />that all other potential sites for such facility in Hampton Roads have been thoroughly investi- <br />gated before a decision to proceed with the facility within the City of Portsmouth is made; (2) <br />Assure that the ultimate longterm requirement of construction of additional coal exporting <br />capacity in Virginia is necessary and financially viable; (3) Assure that the interest of the <br />City of Portsmouth and its citizens are thoroughly protected from possible environmental impact <br />on the quality of lif~ that may result from the development and operation of a coal exporting <br />facility ~n the City of Portsmouth. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth: <br /> <br /> 1. That the City of Portsmouth will appoint representatives to serve on said Steering <br />Committee to assure that the interest of the City of Portsmouth and its citizens are thoroughly <br />protected. <br /> <br /> 2. That the City will employ an Environmental Consultant to work with the City and its <br />citizens in order to receive an independent appraisal of Federal and State requirements as well <br />as VPA Consultant's reports. <br /> <br /> 3. That the Council of the City of Portsmouth requests that the Governor recommend and <br />the General Assembly approve funding for the Western Freeway to be built in conjunction with <br />the Railroad Project in order to save money and minimize construction related disruptions. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia, that the City <br />Clerk be, and she hereby is, authorized to forward copies of this Resolution to the Governor of <br />the Commonwealth of Virginia, to Senator Willard J. Moody, Delegate L. Cleaves Manning, Delegat <br />Johnny S. Joannou and Delegate William O'Brien of the General Assembly of Virginia." <br /> <br />. - Ayes: Barnes, <br /> Nays: None <br /> Abstaining: Oast <br /> <br />Gray, Webb, <br /> <br />Whitlow, Johansen <br /> <br /> <br />
