<br /> 81-133 "Consideration of a motion to transfer $3,300 from the Grants Contingency
<br />Account to continue funding of the VASAP Police~ Tzflin~gg.
<br />
<br /> This motion will provide the necessary funds to continue a training program for Police
<br />in DUI detection and arrest procedures. Funded through the State Department of Transportatio~
<br />Safety, the grant consists of $3,300 in State funds and the City will provide $3,300 in local
<br />in-kind match. The City Manager recommends adoption."

<br /> Motion of Mrs. Webb and seconded by. Mr. Barnes, that $3,300 be transferred from the
<br />Grants Contingency Account, as requested, and was adopted by unanimous vote.

<br /> 81-134 "Submission of the City Manager's Quarterly Financial Report for the quarter
<br />ending March 31, 1981.

<br /> Mortion of Mr. Gray and seconded by Mr. Oast, the report to be received as information,

<br /> 81-135 "Consideration of a motion to transfer
<br />Safety, $40,000 from the Department of Public Works,
<br />and Recreation to the Department of Finance.

<br />and $10,000 from the Department of Parks
<br />
<br /> The City has been notified by Blue Cross/Blue Shield that the City will experience
<br />a ?2.5% inzrease in the cost of medical insurance coverage for the upcoming 1981-82 Fiscal
<br />Year in order to fund current and projected medical costs under the employee hospitalization
<br />plan. In order to hold down the percentage increase next fiscal year it is recommended that
<br />the employer cost of the coverage for the current year be revised to $60 per month per employ¢
<br />from the current $47.10. In so doing an additional $276,100 will be paid into the plan in th~
<br />current fiscal year. This action will not affect the employees' cost of the coverage in the
<br />current year, however the 1981-82 recommended Operating Budget reflects substantial cost
<br />increases to the employee. The primary purpose in paying the additional funds this year is
<br />to avoid an even larger increase ~n next year's premium rates which would otherwise be
<br />necessary in order to make up the current year's deficit as that time."
<br />
<br /> Dr. M. E. Alford, Superintendent of Schools, spoke concerning parity in fringe benefits
<br />between the City and School Board~emp$oyees, ~eferring to ~he_Committee~.appointed in 1977
<br />to make a study and requested that Council appropriate equal benefits for the School Board.

<br /> Motion of Mr. Barnes and seconded by Mr. Oast, that authorization be granted to trangfe~
<br />$33,000, $40,000 and $10,000 to the Department of Finance, as requested, and was adopted by
<br />~-2 (Nays~Gray, Whitlow) vote.

<br /> 81-135(a) Motion of Mrs. Webb and seconded by Mr. Gray, that a public conference be
<br />be set with the School Board to discuss the education part of the budget and other matters
<br />that ~here seem to be a misunderstanding prior to the public,hearing of the budget on April
<br />28, 1981, and was adopted by unanimous vote.
