25i <br /> <br />April 14, 1981 <br /> <br />"A RESOLUTION AUTHORIZING GARBAGE DISPOSAL COMPANIES TO.DEPOSIT IN THE CITY <br />INCINERATOR ON AN EMERGENCY BASIS AND UPON SUCH CONDITIONS AS THE CITY MANAGER <br />MAY DIRECT GARBAGE COLLECTED FROM SHIPS ANCHORED IN THE CHESAPEAKE BAY AREA. <br /> <br /> WHEREAS, the Governor of Virginia has initiated action to correct the health problems <br />caused by ships dumping garbage in the Chesapeake Bay area; and <br /> <br /> WHEREAS, Tidewater Lighterage, Inc., has contracted with agents representing the ships <br />collect such garbage; and <br /> <br />t£ <br /> <br /> WHEREAS, Tidewater Lighterage, <br />Agriculture for the p~oper handling <br /> <br />Inc., has obtained approval of the U.S. Department of <br />and inspection of said materials; and <br /> <br /> WHEREAS, Tidewater Lighte~age, Inc., has requested authority to deposit said materials <br />the City of Portsmouth Incinerator; and <br /> <br /> WHEREAS, Section 14~Bof the Code of the City of Portsmouth prohibits the deposit of <br />garbage or refuge at the City incinerator which garbage or refuse was generated outside of th~ <br />corporate limits of the City of Portsmouth; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth deems that an emergency situation exists <br />regards to disposal of said materials. <br /> <br /> NOW, tHEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />~ai~ ga~bage-di.sp~sal c~mpanies be~.and: they h~b~'~,ar~ authorized to deposit in th~ City <br />incinerator on an emergency basis ~nd U~4n ~UC~ 'Condi~ign~ as may be directed by the City <br />Manager garbage collectedffrom ships anchored in the Chesapeake Bay area. <br /> <br /> BE IT FURTHER RESOLYED that this authority may be <br /> said ga~h~ge disposal companies to comply with said <br />~mer~en~y s'it~tion in the Chesapeake Bay area. <br /> <br />revoked by the City Manager upon failur~ <br />conditions or upon the termination of ti <br /> <br />Ayes: Barnes, Gray, Oast, W~bb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-130 "Consideration of a resolution supporting the Public Service Employment Program <br />of the Comprehensive Employment and Training Act. <br /> <br /> The Portsmouth Manpower Commission unanimously adopted the attached resolntion <br />Council expressing opposition to the manner in which deferral and recision of funds <br />handled by the Federal Government; and, urging City Council to register support for <br />Public Service Employment Program with the Virginia Congressional Delegation. This <br />expresses Council's support of this program. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following resolution was <br />and by the following vote: <br /> <br />to City <br />has been <br />the <br />resolution <br /> <br />adopted, <br /> <br />"A RESOLUTION SUPPORTING THE PUBLIC SERVICE EMPLOYMENT PROGRAM OF THE COMPREHENSIVE <br />EMPLOYMENT AND TRAINING ACT. <br /> <br /> WHEREAS, the budget submitted by the President of the United States <br />proposes the termination of the Public Service Employment Program (PSE), <br />hensive Employment And Training Act (CETA); and <br /> <br />for fiscal year 1982 <br />a part of the Compre- <br /> <br /> WHEREAS, the revised fiscal year 1981 budget submitted by the President calls for the <br />deferral and recision of funds for the PSE Program which has caused the City of Portsmouth to <br />layoff, one hundred forty (140) persons on April 3, 1981; and <br /> <br /> WHEREAS, the loss of this ~aluable manpower resource to the City, and the increased cost <br />for Unemployment Compensation, basic welfare, medicade and food stamps, represent far less <br />savings than envisioned in the budget process and are contrary to the best interest of the Cit <br />of Portsmouth, the local economy and the welfare of the community; and <br /> <br /> WHEREAS, the Portsmouth Manpower Commission, in its advisory capacity to the City Council <br />on employment and training issues, has urged the City Council to register support for the PSE <br />Program with the Virginia Congressional Delegation; and <br /> <br /> ~HEREAS, the PSE Program has been a valuable component of the City's comprehensive program <br />of employment and training services, having provided work experience and skill development f~r <br />over 1200 disadvantaged Portsmouth residents since October 1, 1977; and <br /> <br /> WHEREAS, it is the opmnion of this Council that the PSE Program should be continued as <br />part of the CETA Program and as a source of assistance from the Federal Government to <br />localities for the purpose of providing employment and training for the citizens. <br /> <br /> NOW, THEREFORE, BE I~ RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />this Council does hereby register its support for the Public Service Employment Program and <br />expresses its opposition to the deferral and recision of funds which prevents the City from <br />continuing participation in this program and from undertaking a smooth and orderly transition <br />which result in undue hardship on the affected employees the taxpayers and the City of Ports- <br />mouth.
